Pensioners' residence permit in Bulgaria
The programme allows financially secure pensioners to obtain a residence permit in Bulgaria for one year, with the right to renew it. The applicant has to have sufficient funds in a bank account and valid health insurance. After five years of residence a move to permanent residence is possible, and then to citizenship, with the required language examination.

How to move to Bulgaria
The pensioners' residence permit provides for two main routes: filing the documents on your own, or moving with the whole family.
A single pensioner
- Obtain a D visa through the consulate

Documents to gather
All foreign documents have to be translated into Bulgarian with an apostille or legalisation.
- A passport (valid for at least 18 months)
- Two colour photographs, 35×45 mm
- An application in two copies (the consulate's form)
- A pension certificate for the last 3 months (stamped and legalised)
- A pension book (a legalised copy)
- A criminal record certificate (no older than 6 months, legalised)
- A document on the place of residence (a notarised tenancy agreement or a title deed)
- A statement from an account with a Bulgarian bank (no older than 1 month)
- Health insurance for a minimum of EUR 30,000 (original or copy)
- A document on financial means (depending on the consulate's requirement)
How the process runs
The process consists of several stages: preparing the documents, obtaining the D visa and filing for the residence permit in Bulgaria.

Preparing the documents in the country of origin
2-4 weeksCollect the required documents, have them translated into Bulgarian and obtain apostilles on the certificates. Open or use an existing account with a Bulgarian bank (this can be done remotely). Make sure all documents are current and meet the consulate's requirements.

Obtaining the D visa at the consulate
40-60 calendar daysFile the complete set of documents with the Bulgarian consulate in your country of origin. Pay the consular fee (EUR 100). The consulate reviews the application within 40-60 days (which may be extended to 90 days in complicated cases). The D visa is then placed in the passport.

Entering Bulgaria on the D visa
1 dayArrive in Bulgaria with the D visa stamp in your passport. Important: entry has to be made specifically on the D visa, otherwise there may be problems with issuing the residence permit. The D visa is valid for 180 days from the date of issue.

Filing the residence permit documents with the migration service
within 90 days of entryApply to the local migration service (the Migration Directorate of the Ministry of the Interior) for a residence permit. Submit copies of the passport with the D visa, the tenancy agreement, the bank statement, the pension certificate, health insurance and the criminal record certificate. Pay the administrative fee and the state charge (about EUR 26 in total).

Review of the application and issue of the residence card
14 calendar daysThe migration service reviews the application within 14 days. The plastic residence card is then produced (standard issue takes 30 days; accelerated issue is optionally available for an extra fee). The residence permit is issued for 1 year.

Annual renewal of the residence permit
30-45 daysFile the renewal application 14 days before the residence permit expires. Provide the same documents (the pension certificate, bank statement, health insurance and housing agreement). The review takes 30-45 days. Annual renewal is possible as long as all the conditions are still met.

Applying for permanent residence
within 5 yearsAfter 5 years of continuous residence in Bulgaria on a residence permit, apply for permanent residence. The review takes about 3 months. Permanent residence is granted with no time limit.

Renewal and the grace period
The residence permit is issued for 1 year and has to be renewed annually. The renewal application has to be filed with the migration service no later than 14 days before the card expires; renewal applications are reviewed within 14 days. On renewal the same documents have to be provided: a pension certificate for the last 3 months, a bank statement, a document on the place of residence, valid health insurance and a criminal record certificate (if it has been updated). Renewal is possible provided the applicant retains their financial independence and meets all the requirements of the programme. Separately from the annual renewal: for the continuity of residence required to move to postoyanno prebivavane (permanent residence) after 5 years, absence from Bulgaria must not exceed 6 consecutive months or 10 months in total over the five-year period (this is the general rule of the Foreigners in the Republic of Bulgaria Act for dalgosrochno and postoyanno prebivavane, not a feature of the annual renewal of the residence card itself).
