Privacy policy

1. Data controller

The controller of personal data (below — “we”, “Pactors”):

2. What data we collect

  • the name you enter in the form;
  • contact details: phone, Telegram, WhatsApp or e-mail;
  • request details: the service you're after, the country, a description of your case, quiz answers;
  • the page the request was sent from, and the page you arrived from — along with the campaign tag of the link, if it had one;
  • your chat with our Telegram bot: the buttons you pressed and what you wrote. We use it to answer your question and to improve the bot.
  • the words you type into the site search and which result you opened. We keep them without your name, contacts or IP address, to see what people look for and to grow the catalogue.
  • an irreversible fingerprint of your IP address and contact: it lives for a minute or an hour and exists only so that nobody can flood the form with requests. It never goes into the request or the log.

We do not ask for or store passport details, documents or payment information — you pass those straight to the expert handling your case, under their own contract with you.

3. Why we process the data

  • to understand your request and shortlist the options that fit;
  • to pass your contact and request details to the right partner expert — the licensed provider we matched to your case. This is how the service works: without your contact the expert cannot hold the consultation;
  • to reach you for details of the match.

Your contact goes only to the expert who will handle your request, and only after you agree: the checkbox in the form or the request button in the bot. We don't sell data and don't pass it to third parties for advertising.

4. Legal basis

We process data on three grounds. The first is your consent: you give it with the checkbox in the form or the request button in the bot, and passing your contact to an expert rests on it. The second is handling your enquiry: this is how we answer a request or a message to the bot. The third is our legitimate interest: we keep a short record of the request to prove your consent and to defend against claims (section 5). You can withdraw consent at any time (section 6).

5. How long we keep it

We keep a request and your chat with the bot while we handle your enquiry, and for 3 years after your last contact. If we passed your contact to an expert, after 3 years we keep only a short record: the date, your name and contact, the consent mark, the recipient and the topic of the request. We keep it for up to 5 years after your last contact. Requests sent before 11 October 2026 leave no short record: their data is deleted after 3 years. If a dispute or claim arises, we keep the data until it is settled. Data past its term is deleted no later than 3 months after the term ends. Site search queries are kept for 12 months.

We keep the short record under our legitimate interest: it proves your consent and lets us defend against claims for as long as they can be brought. Access to it is restricted. Together with the request we record the date it was sent and the consent mark.

6. Your rights

  • find out what data of yours we hold;
  • ask us to correct inaccurate data;
  • withdraw consent and ask for the data to be deleted.

Write to pactors.io@gmail.com or on Telegram @pactorsio. We will carry out the request or explain a refusal within 10 working days and confirm this to you. After you withdraw consent we delete the data, except a short record of the request that we may keep on another ground (section 5). Data you have already passed to an expert with your consent is processed by that expert as a separate controller. We'll help you file the deletion request with them.

7. Cookies, analytics and advertising

The site uses cookies and similar technologies (pixels, browser local storage) in three categories:

  • Necessary. These keep the site working: language and theme choice, session storage, spam protection on forms, drafts of the matching quiz and the enquiry form. Without them the site doesn't work properly, so they don't require consent. The form draft — your name, request and countries — stays in your browser only and is erased once you submit or after three days. Your phone and other contacts are never saved in it.
  • Analytics. Visit statistics and page-interaction recording — Yandex.Metrica and Google Analytics. They show which pages are useful and help us improve the site.
  • Marketing (retargeting). These let us show you relevant Pactors ads in Yandex.Direct and Google Ads. They use cookies that may be passed to those advertising platforms and processed under their privacy policies.

On your first visit you choose which categories to allow. Before you agree, analytics and marketing technologies write no cookies and do not link the visit to you; the necessary ones always work. You can change your choice at any time — — or through your browser settings.

8. Territory and cross-border transfer

The operator is registered in Georgia (details in section 1), and data is processed under Georgian law. The site is addressed to Russian-speaking people worldwide.

  • requests and contact details are stored outside Russia, in the service's working systems;
  • those systems (the request chat, the archive spreadsheet, the site hosting) sit outside Georgia, including in the US and the EU; by submitting a request you agree to that transfer;
  • visit statistics are processed by web analytics services on their own servers and under their own policies — they help us see which pages are useful and improve the site;
  • the expert we pass your contact to works in their own jurisdiction and processes the data as an independent controller under their own policy;
  • by submitting a request you agree to your contact being passed to the country where the matched expert operates.

9. Changes to this policy

If the policy changes we'll update the date at the top of the page. Substantial changes will be announced on the site.
