Diversification fund contribution in Dominica

The programme offers a route to citizenship in exchange for a non-refundable contribution to a government fund. The contributions go towards developing education, healthcare, sport and tourism in the country. Residence in Dominica is required neither before nor after citizenship is granted, but every applicant must work through an authorised agent. Documents to gather

All documents must be originals or certified copies, apostilled where required and translated into English where they are in another language.

  • A valid passport with at least 6 months remaining (copy)
  • A certified and apostilled colour copy of the birth certificate
  • A police certificate from the country of birth, issued no earlier than 3 months before filing
  • A police certificate from the country of current residence, issued no earlier than 3 months before filing
  • A police certificate from any country where the applicant has lived for more than 6 months in the last 10 years
  • The results of a medical examination (blood and urine analyses, HIV test)
  • Proof of financial standing (bank statements, documents on assets)
  • Passport photographs (size and number as required by the CBIU)
  • Notarised copies of all documents

How the process runs

The process runs through seven key stages, each requiring attention to detail and documents prepared on time.

    Choosing an authorised agent

    1-2 weeks

    The applicant selects an agent from the official list of authorised CBIU representatives. The CBIU does not accept applications directly from individuals; an agent is mandatory.

  2. 2

    Choosing the investment option

    1-2 weeks

    The applicant decides between a non-refundable contribution to the EDF (from USD 200,000) and an investment in real estate (from USD 200,000).

  3. 3

    Preparing and submitting the documents

    2-4 weeks

    All required documents are gathered and translated. The agent helps to have them certified, apostilled and prepared to CBIU requirements.

  4. 4

    Due diligence check

    1-2 months

    Multi-level checks are carried out, including international databases and verification of reputation and sources of funds. This is the longest stage.

  5. 5

    Approval in principle

    several days

    Once the check is passed, the CBIU issues a letter of approval in principle. This is a conditional approval that requires the investment to be completed.

    Transferring the investment to the fund

    1-2 weeks

    The applicant transfers the required amount to the fund in line with the approval invoice. Payment must be made through a bank in accordance with the instructions.

    Receiving the certificate of naturalisation and the passport

    2-4 weeks

    Once payment is confirmed, the Certificate of Naturalisation is issued. On that basis a Dominican passport can be obtained from the passport authorities.

Family members may be added to the application and receive Dominican citizenship automatically on approval.

Spouse (lawful spouse)
May be included in the main applicant's application. Raises the contribution to USD 250,000 together with the main applicant.
Children under 30
May be included if they are financially dependent on the main applicant. Children under 18 add USD 25,000 to the contribution, those aged 18 and over USD 40,000.
Parents and grandparents over 65
May be added as dependants where they are financially dependent on the main applicant. The cost of adding them is the same as for adult dependants.
Surviving spouse
Every family member must undergo a medical examination and a due diligence check. All members receive a certificate of naturalisation and may obtain a passport.

No, residence in Dominica is required neither before nor after citizenship is granted. Applicants need not even visit the country during the application process. Citizenship can be obtained entirely remotely through an authorised agent.
How long does the application take?
Typical processing takes 3 to 4 months from filing to approval in principle. The exact time depends on how complete the documents are and how quickly the due diligence check is completed. Some cases are decided faster.

What fees are payable on top of the main contribution?
Besides the main contribution to the fund (USD 200,000 for a single applicant), there are further fees: processing (USD 1,000), due diligence (USD 7,500 for the main applicant, USD 4,000 for adult dependants), the certificate of naturalisation (USD 500 per person) and the interview (USD 1,000 per person aged over 16).
Can documents be sent by post, or only through an agent?
Documents must be prepared and filed through an authorised agent. The agent may work remotely, and some documents may be sent by post or by email in accordance with CBIU requirements. All documents must be certified and apostilled.
Can I keep my current citizenship after obtaining citizenship of Dominica?
Yes, Dominica permits dual citizenship. Obtaining citizenship of Dominica does not require you to renounce your current citizenship. That means you can keep the passport of your country of origin.
