On 19 December 2025 the European Commission, in its 8th report under the visa suspension mechanism, stated that the very existence of a citizenship by investment programme is sufficient grounds for withdrawing visa-free travel. On 25 June 2026 the Commissioner sent five Caribbean countries a demand to wind up their programmes by 1 June 2028. Visa-free travel is in force at present; the Commission plans to assess the countries’ response in its report for December 2026. If visa-free access to the EU is the main motive, the risk has to be built into the decision.

Any document not in English is submitted as the original plus a certified translation. Certificates, police clearance records, bank statements — translated by a sworn translator, with the translation legalised. This is the most common reason a file is sent back for correction.

What citizenship by investment is

Citizenship by investment is a separate procedure set out in a country’s law: a person makes an agreed contribution to the economy, passes screening and receives citizenship by decision of the relevant state body. There is no need to live in the country before applying, to pass a language exam or to wait years for naturalisation — the legal basis is a different one.

Such programmes have operated in the Caribbean since 1984: St Kitts and Nevis was the first, and the others repeated its model. The money goes into a state fund or into a project approved by the state — this is what distinguishes the programme from the ‘passport purchase’ it is colloquially called: the investment is accepted not by an official but by the treasury under regulations.

The status is for life and heritable: the children of a citizen receive citizenship by birth. It can be revoked only on the grounds set out in the law — falsification in the application form, concealment of facts, a serious crime.

What sets it apart

How Saint Lucia citizenship differs from other Caribbean programmes

Saint Lucia has the broadest definition of family among the Caribbean programmes. You can include not only a spouse and children but also dependent adult children up to 30, parents from 55, and also minor brothers and sisters — the last of these is allowed by almost nobody.

The second difference is the government bond option. Besides a contribution to the National Economic Fund and real estate, the programme offers an interest-free National Action Bond held for five years, and approved entrepreneurial projects.

The programme operates under act No. 14 of 2015 and regulations No. 89 of the same year, as amended. Processing takes about 90 days from the moment the application is accepted.

Procedure

How an application for citizenship by investment proceeds

You cannot file the documents yourself. An application is accepted only from an agent licensed by the country — this is a direct requirement of the regulations, not a condition set by intermediaries. The agent is responsible for the file, pays the fees on the applicant’s behalf and remains the only channel of communication with the state body: the status of the application is not disclosed even to the applicant.

After that, the screening decides. The state involves law-enforcement bodies and independent due diligence firms, and every participant in the application aged 16 and over is checked. They look at the origin of the money, criminal records, visa refusals and business reputation. Screening is what the fee is actually paid for, and it is the reason applications are refused.

Once approved, the applicant makes the investment and signs the oath of allegiance — before a lawyer, consul or notary; there is no need to travel for this. A certificate of naturalisation or registration is then issued.

A certificate is not yet a passport. The passport is arranged by a separate application to the immigration service, already as a citizen’s document. This step is often lost in programme descriptions, and it takes weeks of its own.

Who can be included in a Saint Lucia citizenship application

  • The applicant’s spouse
  • A child of the applicant or spouse under the age of 21
  • A child under 30 who is fully dependent on the applicant
  • A child of any age with a physical or mental impairment who is fully dependent
  • A parent of the applicant or spouse over 55 who is fully dependent
  • A parent of any age with a physical or mental impairment who is fully dependent
  • An unmarried brother or sister under 18 — with the consent of their parent or guardian

A child who does not fit any of these points applies separately as a main applicant, if they have turned 18.

The programme allows relatives to be added after the main applicant has become a citizen — but only in three cases:

  • The person was a dependant at the time of the first application, and the new application is filed no later than five years after it
  • A child born after the first application was filed
  • A spouse whose marriage was concluded after the first application was filed

Frequently asked questions

Can parents and brothers and sisters be included in the application?
Yes. Parents — from 55 and fully dependent, and also of any age where there is a physical or mental impairment. Unmarried brothers and sisters — under 18, with the consent of a parent or guardian.
How long does an application take to consider?
About 90 days from the moment the agent was notified that the application had been accepted for consideration. The agency notifies the agent directly of delays caused by special circumstances.
Can I find out the status of the application myself?
No. The programme passes status information only to the licensed agent and to nobody else.
Is a passport issued together with citizenship?
No. First a certificate of registration is issued, then the agent files a separate passport application with the immigration department.
Do you have to travel to the country to obtain citizenship?
For filing and approval — no, the whole procedure runs through a licensed agent, and the oath is signed before a notary or consul where you live. The exception is Antigua and Barbuda, where the law requires at least 5 days in the country during the first 5 years.
Will you have to give up your current citizenship?
No, the Caribbean programmes allow dual citizenship. What has to be checked is your own country’s law: the restrictions come from the home country, not from the Caribbean one.
Who is screened when the application is filed?
Every participant in the application aged 16 and over — the main applicant and each family member included. The screening is carried out by law-enforcement bodies and independent due diligence firms.
Is citizenship passed on to children?
Yes. Children born after the status is obtained acquire citizenship by birth — there is no need to invest again.
