Not to be confused with the “payment agent” service

There's an intermediary “payment agent” service (an agency agreement to take payments for foreign companies) — that isn't a National Bank licence and doesn't confer PSP status. Check with the partner which service you actually need.

The formal deadline can stretch

The National Bank's official review period is up to 60 days, but the clock stops while the regulator waits for clarifications from the applicant — so the actual time can be longer.

What the service includes

Scope: a tick means included in the price, a cross means billed separately
Registering the company (an LLC or a JSC)
Preparing the business plan and financial projections
Drafting the compliance documentation: AML/CFT, risk management, information security
Collecting and filing the pack on the director and beneficial owners
Support at the National Bank of Georgia through the whole review (up to 60 days)
Obtaining the PSP licence
Help opening a bank account
The National Bank application fee (GEL 5,000)— billed separately
Renting and equipping a physical office (CCTV, security systems)— billed separately
Share or start-up capital— billed separately
Processing integration and the technical payments infrastructure— billed separately

What we need from you

  • 1A company in the form of an LLC or a JSC (a sole trader cannot apply)
  • 2A physical office with CCTV and security systems
  • 3An authorised representative of the company present in Georgia for at least 14 days
  • 4Financial education or evidenced experience of the founders and beneficial owners for the National Bank filing
  • 5Criminal record certificates for the management, representatives and major shareholders
  • 6A business plan and financial projections evidencing genuine operations in Georgia
  • 7Compliance documentation: AML/CFT, risk management and information security policies
  • 8The GEL 5,000 state fee, paid before the National Bank reviews the application

Frequently asked questions

What does a PSP licence cost?
Only the National Bank's state fee is confirmed — GEL 5,000, paid before the application is reviewed. The cost of support depends on how complex the business structure is and is discussed on a consultation.
Can the licence be obtained with a virtual office?
No. The regulator requires a physical office with CCTV and security systems, plus an authorised representative present in Georgia — a virtual address isn't enough.
How does a PSP differ from an electronic money issuer (EMI) licence?
Georgia has no separate EMI status — companies issuing electronic money and digital wallets get the same PSP licence.
What does the licence allow?
Money transfers, issuing electronic money, taking payments, card acquiring for the major payment systems, ATM cash withdrawals and Open Banking services (payment initiation and account information).
