The official page of the Italian foreign ministry's consular network (checked directly) states plainly that the sum of ≈€31,000 a year (table A of the Interior Ministry directive of 1.03.2000) is “only one of the parameters that will be taken into account, and it should be regarded as a starting point”. The Residenza Elettiva visa is intended for applicants with “very substantial economic means and assets”, and in practice consulates often ask for more, particularly for large cities and for couples and families.
Residenza Elettiva strictly prohibits any employment or business activity in Italy, including remote work for a foreign employer. The category is intended only for those living on passive or independent income (a pension, rental income, dividends).
What Residenza Elettiva is — the Italian residence permit for the financially independent
Residenza Elettiva is the Italian visa for people who live on passive income and choose Italy as their place of residence. The category is intended for applicants with substantial economic means and assets: a pension, rental income, dividends.
The income guide figure is set by table A of the Italian Interior Ministry directive of 1 March 2000. But the consular network puts it plainly: this sum is only one of the parameters and a starting point, not an approval threshold. In practice consulates often ask for more, particularly for large cities and for couples with children.
There is no single official uplift for a spouse and children — each consulate assesses whether the income is sufficient case by case.
How a residence permit differs from citizenship by investment
A residence permit is the right to live in a country lawfully for a limited period, with renewal. It gives no passport, no right to vote and is almost always tied to a ground: once the ground falls away, the status is not renewed.

For the individual that means three things. The status has to be maintained: keep the investment, the income or the housing, and file for renewal on time. The status can be lost — for breaching the conditions or for being out of the country too long. And the status does not convert into citizenship automatically: the naturalisation clock runs separately, and some programmes do not count towards it at all.
In return, a residence permit costs many times less than citizenship by investment and opens up what people most often take it for: lawful residence, a bank account, healthcare, school for the children and travel within Schengen.
Why you cannot work on this visa
The category has a hard boundary here, and it is regularly underestimated. Residenza Elettiva prohibits any employment or business activity in Italy — including remote work for a foreign employer.
So it is not an option for a remote worker. The category is meant only for those who live on independent income not derived from work. If work is discovered, the status is cancelled.
