The cost of a US visa is made up of several payments to different agencies. The consular fee is only part of it: study and work add SEVIS and USCIS fees.
Consular fees for nonimmigrant visas

The fee is paid for each person, children included. Diplomats and some other categories are exempt. The amounts are set by State Department rules, 22 CFR 22.1.

An immigrant visa usually needs a USCIS petition first. For example, an I-130 for a spouse costs $675 on paper or $625 online.

Where a Russian pays and applies
Since 6 September 2025, nonimmigrant visas are applied for in the country of nationality or residence. The US Embassy in Moscow issues no visas other than diplomatic ones, so the State Department has designated the embassies in Astana and Warsaw for Russian nationals.
