Study at an accredited or provisionally authorised Romanian institution: pre-university, university, postgraduate or doctoral. Entry on a long-stay D/SD visa, followed by a residence permit from the IGI.

The sponsor is a third-country national holding a residence permit valid for 1 year, an EU Blue Card, an ICT or Mobile ICT permit, a long-term residence permit, or refugee or subsidiary protection status.

Family members of a Romanian citizen apply for the long-stay visa directly at Romanian consulates, without prior IGI approval.

A research organisation concludes a hosting agreement with the researcher, approved by the National Authority for Scientific Research. The IGI issues its opinion within 30 days, extendable by 15 days.

A favourable opinion from the State Secretariat for Religious Affairs is required, followed by the D/AR visa and the residence permit from the IGI.

Transfer of an employee to the Romanian branch of the same company. The host entity obtains the secondment authorisation for an ICT worker.

A separate category, 'alte scopuri', covering unremunerated professional training, au pair work and volunteering.

Long-term resident status after continuous lawful residence over the last 5 years. Continuity is preserved where absences are less than 6 consecutive months and no more than 10 months in total.

Citizenship is granted where the conditions of art. 8 are met cumulatively: domicile in Romania for at least 8 years, or at least 5 years from the date of marriage to a Romanian citizen; loyalty to the state; age 18; lawful means of subsistence; no criminal record; knowledge of Romanian, of the basics of the culture, of the Constitution and of the national anthem.

Citizenship is restored to people who were Romanian citizens and lost that citizenship for reasons beyond their control, and to their descendants up to and including the third degree.
