Permanent settlement in Serbia

Permanent settlement status in Serbia is for those who live in the country on temporary residence or a single work permit and want to stay with no time limit. It is arranged by the police of the Ministry of the Interior for the place of registered residence. The status is not tied to a purpose — study, work, business or family. It opens the way to Serbian citizenship and removes the requirement to obtain a work permit.

Who is granted permanent settlement

There is a standard route through length of residence and a privileged route for particular categories, where the three-year term is not counted at all.

The standard route — after 3 years of residence

  • You have lived in Serbia for three consecutive years on permitted temporary residence or on a single work permit
  • Over those three years you were away for no more than 10 months in total, and for no longer than 6 months at a time
  • If part of that time was spent studying in Serbia, only half of the study period counts towards the three-year qualification

The privileged route — without the three-year qualification

  • You are a minor and at least one parent is a Serbian citizen or already holds stalno nastanjenje
  • You are a Serb by origin, were born in Serbia and held Serbian citizenship
  • You are a foreign national of Serbian origin and confirm your ancestors' Serbian roots with documents

When the programme is not a fit

I have held temporary residence or a single permit for less than three years — I have only just arrived in Serbia or recently obtained my first status

First arrange temporary residence or a single work permit and build up three continuous years of residence in the country

I plan to be in Serbia for no longer than a few months — tourism, a short business trip, a one-off transaction

A C visa for a short stay or a D visa for a longer visit without the aim of permanent settlement is the fit

I have lived in Serbia for three years, but was abroad continuously for longer than six months at a time or longer than ten months in total

The continuity of residence is broken — you need to build up the three-year term on temporary residence again before applying for stalno nastanjenje

Documents to gather

The basic package is needed by every applicant, and the additional documents depend on the ground — work, property, family or asylum.

  • An application for stalno nastanjenje in the prescribed form
  • A valid passport or identity card
  • A photograph of the applicant
  • Proof of means of subsistence — a salary certificate, an employment contract, a pension, an account statement or an employer's guarantee
  • Proof of health insurance — a European health insurance card for citizens of countries with a social insurance agreement, or a policy, an employer's guarantee or proof of available funds
  • Documents supporting the ground claimed: an employment contract and a salary certificate for work, an extract from the property register for ownership, a marriage or birth certificate for family
  • Registration of the address of residence in Serbia
  • A receipt for payment of the prescribed administrative fee
  • For minors — an extract from the birth certificate and the signatures of both parents, or the certified consent of the second parent or proof of sole custody
  • For persons granted asylum in Serbia — the decision granting asylum and a copy of the identity card

How the process runs

The application is filed while the current temporary residence or single permit is still valid.

    Collecting the documents for your ground

    You collect the general package (passport, photograph, proof of funds, health insurance, address registration, receipt for the fee) and the documents for the particular ground — an employment contract, an extract from the property register or documents on kinship with a Serbian citizen.

    Filing the application in person with the competent authority of the Ministry of the Interior

    no earlier than 60 days before the current status expires and no later than the day it expires

    The application for stalno nastanjenje is filed in person at the police station of the Ministry of the Interior for the place of registered residence. It may be filed 60 days before the current temporary residence or single permit expires, but no later than the day of expiry.

    Waiting for the decision on the application

    If the application is filed on time, the applicant stays lawfully on Serbian territory until the end of the administrative proceedings. The exact processing time is not published on the portal.

    Giving biometrics and issue of the foreigner's identity card

    After the status is approved by decision, the foreign national attends the competent authority in person, gives biometric data and receives a certificate that the card is being prepared, and then the foreigner's identity card itself. Children under 12 do not give fingerprints; when the card is issued to a minor, one of the parents or the guardian is present.

The application is signed by both parents, or the certified consent of the second parent or proof of sole custody is attached, together with an extract from the birth certificate. The status is granted to a child without the three-year qualification where one parent is a Serbian citizen or already holds stalno nastanjenje

Trips, renewal and the grace period

The application is filed in person with the competent authority for the place of the registered address of residence; it may be filed 60 days before the current permit expires or on the day it ends. A passport or identity document, a photograph and documents on the registration of the address are attached

Stalno nastanjenje itself is granted for an indefinite term — the status does not need renewing. What is renewed is the personal document: the foreigner's identity card is issued for 5 years to adults and for 2 years to minors, and at the end of that term it is reissued on application. The status is lost if the foreign national poses a real and serious threat to public order, lives abroad continuously for longer than one year, has provided false information about their identity or has voluntarily renounced the status.

What comes next: permanent residence and citizenship

Route to permanent residence

The main route is 3 years of continuous residence on approved temporary residence or on a work visa. Without that qualification, stalno nastanjenje is granted to a minor with a parent who is a Serbian citizen, to persons of Serbian origin and to those born in Serbia. Time spent studying counts at half value.

Route to citizenship

Under article 14 of the citizenship law, a foreign national with approved stalno nastanjenje is admitted if they attach a release from their previous citizenship or proof that they will obtain one after admission. The spouse of a Serbian citizen applies under article 17: 3 years of marriage and a written statement that you consider Serbia your country.
