Who can obtain a work permit
The permit is issued for specific employment — either under a contract of employment or within the applicant's own commercial activity.
Employees
- There is a job offer from an employer registered and lawfully operating in the country
- The employer is the party that initiates and supports the application
- The permit is tied to a specific position and employer — a change of employer requires a new application
Entrepreneurs and the self-employed
- Carry on their own commercial activity or business in the country
- Arrange the permit in their own name, without a sponsoring employer
- Must obtain the permit before starting activity, on the same footing as employees
When this programme will not suit you
International protection or refugee status is needed
The department's official sources publish no separate international protection programme — this should be raised with the relevant international organisations rather than through Unified Permit
A short business or tourist trip is planned, with no intention of working
An ordinary visa, for example an eVisa, arranged through the separate evisa.sl portal
There is no job offer and no commercial activity is carried on in the country
Other grounds of stay or the visa regime, rather than a work permit
The aim is permanent residence or citizenship
The department publishes no open public rules on moving from this permit to permanent residence or citizenship — separate advice is needed

Before the permit application itself is filed, the Unified Permit portal requires the foreign national to complete a preliminary registration in the country's civil identification system.
