How to meet the investment condition
Besides the pension income, the law requires an additional investment in Uruguay. There are two ways of evidencing that condition.
Through buying property
- Buying a home in Uruguay for your own occupation, for at least the prescribed minimum amount
- The property may not be sold for the whole holding period laid down by law
- Suits those who plan to settle straight away in a house or flat of their own
Through government bonds
- Buying Uruguayan government bonds for the same minimum amount
- The bonds are held in an account at the Central Bank for the whole prescribed period
- Suits those who are not yet ready to buy a particular home
When the programme will not suit
There is no pensioner status and no stable income from abroad — the applicant is still working and has not retired

Documents to gather
The pack evidences pensioner status, income and compliance with the investment condition, and also includes the standard certificates for a migration case.
- A document evidencing pensioner status (retirement abroad)
- Proof of monthly income from a pension or other foreign sources
- Documents on the purchase of property in Uruguay or on the acquisition of Uruguayan government bonds
- A certificate of no criminal record from the competent authorities of the country of residence
- A health certificate from an authorised medical institution
- Translations and consular legalisation of all documents issued abroad
- For former staff of international organisations, embassies or consulates — evidence of that status
How the process runs
The procedure combines a migration part — obtaining permanent residence — and a customs part, connected with the duty-free import of belongings and a car.

Gathering and legalising the documents
The applicant gathers certificates on pensioner status, income and investments, together with a certificate of no criminal record and a health certificate. Documents issued abroad are translated and legalised at a Uruguayan consulate.

Filing the residence application
The application is filed at the nearest Uruguayan consulate abroad or, if the applicant is already in the country, at the National Directorate of Migration; some steps are available online through a personal account on the gub.uy portal.

Obtaining permanent residence
Once the documents have been checked and it has been confirmed that the applicant meets the income and investment conditions, they are granted the status of permanent resident of Uruguay.

Notifying customs of the entitlement to duty-free import
The Directorate of Migration confirms that the investment condition has been met and notifies the National Customs Directorate of the applicant's entitlement to duty-free import of belongings and a car.

Duty-free import of furniture and personal effects
within 6 months of the residence being approvedFurniture and household items are brought into the country free of customs duty once, within the prescribed period after permanent residence is granted.

Importing a car and arranging insurance
Duty-free import of one car per person is permitted. Before it is used the car must be insured against civil liability; it may not be sold for several years from the date of import.

Obtaining the Uruguayan passport
Once compliance with the investment condition has been confirmed, the National Directorate of Civil Identification issues a passport to the applicant, and also to the spouse and minor children who have obtained residence.

Renewal and the grace period
This is permanent residence — it has no expiry date and needs no renewal. If, however, the beneficiary breaches the conditions of the benefit — by selling the home or the car before the prescribed period is up, for instance, or by taking paid employment without special authorisation — they lose the customs benefits and the Uruguayan passport issued to them is cancelled.
