Fast-track permanent residence through the Ministry of Foreign Affairs in Uruguay

A special procedure for permanent residence: applications are handled by the Ministry of Foreign Affairs, bypassing the ordinary migration service. The route is open to foreign relatives of Uruguayan citizens and to nationals of MERCOSUR states — members and associated participants. The applicant files the documents in person and the ministry itself takes the decision, without going through the Directorate of Migration. The scheme is simplified, so applications are examined faster than on general grounds. Everyone else is left with the standard migration procedure.

Who can apply by this route

The fast-track procedure is open to only two categories of applicant — and which of them you belong to determines the set of documents that evidences your entitlement to residence.

Foreign relatives of Uruguayan citizens

  • The spouse of a Uruguayan citizen
  • A partner in a civil union recognised by a Uruguayan court
  • A parent, brother, sister, grandson or granddaughter of a Uruguayan

Nationals of MERCOSUR and associated states

  • A national of a full member state of MERCOSUR
  • A national of a state associated with MERCOSUR
  • No relationship with a Uruguayan is required — the citizenship itself is the ground

Documents to gather

The set of documents depends on the ground for the application — a family link with a Uruguayan or MERCOSUR citizenship; foreign documents must be legalised or apostilled and translated into Spanish (except Brazilian ones, which have a separate exemption), and the civil status certificate must be recent at the time of filing.
