A free industrial zone is a tax regime of its own: PwC states directly that international company status cannot be obtained inside a FIZ. For the virtual IT zone no explicit official prohibition on combining them was found — by analogy, we recommend checking with the partner case by case. Certain activities are also banned in the zone — producing and importing weapons, nuclear materials, narcotics and tobacco products.

Do I need a local partner or Georgian citizenship?
No. 100% foreign ownership is allowed, and neither resident status nor Georgian citizenship is required.
Does FIZ status exempt you from every tax?
No. Corporate profit tax, VAT, import and export duties and property tax inside the zone go to zero. But income tax on employees' salaries still applies.
Is a separate licence needed to operate in the zone?
A licence is required only for regulated activities (financial services, for instance). Most standard operations run without separate licensing.
How do the free zones differ?
The Kutaisi zone (on the car plant site) offers flexible lease terms for trade and light industry; the Poti zone is by the sea port, convenient for logistics; the Tbilisi zone gives access to the capital's workforce and transport infrastructure.
