Confirmed by going directly to egov.kz: under Article 10 of the Constitution of Kazakhstan and the Law 'On citizenship of the Republic of Kazakhstan', a citizen of Kazakhstan is not recognised as a citizen of another state at the same time. On acquiring Kazakhstani citizenship you must renounce your previous one; if a citizen of Kazakhstan later acquires foreign citizenship without renouncing the Kazakhstani one, by law they must give notice of this within 30 calendar days and hand in their passport or ID card, otherwise the internal affairs authorities register the loss of Kazakhstani citizenship themselves during a check, and continuing to use Kazakhstani documents after the loss of citizenship carries a fine (different official sources give 100 to 200 MCI depending on the specific offence under Article 496 of the Code of Administrative Offences of Kazakhstan).

New exam requirements took effect on 26.08.2025 — and they are not only a relaxation

A note on the date: July 2025 was announced initially, but that was only the date the draft order was published for public discussion (14.07.2025, Kursiv Media). The order itself, signed by the acting Minister of Science and Higher Education, came later and took effect on 26.08.2025 (confirmed by Caliber.Az and Zakon.kz). The changes are not unambiguously a 'relaxation': the minimum mark for the Kazakh language was lowered from 36 to 15, BUT the minimum mark on the fundamentals of the Constitution of Kazakhstan was raised from 9 to 20, the requirement on the history of Kazakhstan stayed at 15 points, and the overall pass threshold across all subjects was cut by about 10%. So the language has become easier to pass, and the Constitution harder.

Can I hold two passports — a Kazakhstani one and, say, a Russian one?
Officially no: Kazakhstan does not recognise dual citizenship. Acquiring foreign citizenship without renouncing the Kazakhstani one formally entails loss of Kazakhstani citizenship once the internal affairs authorities identify it, plus an administrative fine for late notification or for continuing to use Kazakhstani documents.
Do I have to sit a language exam?
Yes. Since 26 August 2025 the minimum pass mark for the Kazakh language has been lowered from 36 to 15, but the requirement on knowledge of the Constitution of Kazakhstan has, conversely, risen from 9 to 20 points (history is unchanged at 15 points). The exact format is worth checking at the time the documents are filed.
What should a Kazakhstani citizen do if they already in fact hold a second citizenship?
By law they must notify the competent authority (the Ministry of Internal Affairs or a consulate abroad) within 30 calendar days and hand in their Kazakhstani passport or ID card — otherwise, once the fact is identified, the internal affairs authorities will register the loss of Kazakhstani citizenship themselves, and an administrative fine is possible.
