Participation in the funded pension is mandatory only for Georgian citizens and foreigners with permanent residence — for employees without permanent residence it's voluntary. 2% is withheld from the employee's salary — that's their share; the employer pays its own 2% on top, and the state adds a further 2% where the employee earns up to GEL 24,000 a year (1% between GEL 24,000 and 60,000; above GEL 60,000 there's no state contribution).
