What a Turkish residence permit gives you when you buy property

Owning property in Turkey does not in itself give the right to live in the country. Without a residence permit a foreigner may stay in Turkey no more than 90 days in any 180 — whether or not they own a flat.

Property ownership is a ground for a short-term residence permit under article 32 of law no. 6458. The permit is arranged separately from the purchase, is renewable and requires the general conditions to be met: housing that meets health and safety standards, valid medical insurance, proof of funds.

The permit is cancelled and not renewed if the conditions stop being met or if the permitted period of absence from Turkey is exceeded.

About the status

How a residence permit differs from citizenship by investment

A residence permit is the right to live in a country lawfully for a limited period, with renewal. It gives no passport, no right to vote and is almost always tied to a ground: once the ground falls away, the status is not renewed.

For the individual that means three things. The status has to be maintained: keep the investment, the income or the housing, and file for renewal on time. The status can be lost — for breaching the conditions or for being out of the country too long. And the status does not convert into citizenship automatically: the naturalisation clock runs separately, and some programmes do not count towards it at all.

In return, a residence permit costs many times less than citizenship by investment and opens up what people most often take it for: lawful residence, a bank account, healthcare, school for the children and travel within Schengen.

How to arrange a Turkish residence permit for the family

Family members apply for a family residence permit under article 35 of the same law. The requirements fall on the sponsor — the person bringing the family over:

  • Valid medical insurance covering all family members
  • Monthly income of no less than the minimum wage in total and no less than a third of the minimum wage per family member
  • A certificate showing no convictions for crimes against the family over the last five years
  • At least one year of residence in Turkey on a residence permit and registration in the address registration system

Does a Turkish residence permit lead to permanent status

A long-term residence permit requires eight years of continuous residence in Turkey on a permit. Short-term property-based permits count towards that, but only where there is actual residence — merely holding the card does not count.

Separately there is a citizenship by investment programme for real estate: a different procedure with different thresholds and a different outcome. It should not be mixed up with a property-based residence permit — these are different grounds.
