Residence permit by investment in Brazil in Brazil
A residence permit which Brazil's Ministry of Justice and Public Security grants to a foreign national for investing their own capital of foreign origin in a Brazilian company or in urban property. The basis is one of the categories of labour immigration under Brazilian migration law — separate from residence by employment, family reunification or other types of stay.

Who can obtain it
The resolutions of the National Immigration Council (CNIg) distinguish three routes within the single «making an investment» basis — investing in a legal entity, buying property, and taking part as a director of the investing company.
Investor in a Brazilian company
- Invests their own capital of foreign origin in a new or existing Brazilian company with the potential to create jobs or income
- The general threshold is from 500,000 reais; for a project in innovation or in basic or applied scientific and technological research the minimum threshold is lower — from 150,000 reais
- Evidences the investment with a three-year investment or business plan setting out projected employment, salaries and a development strategy
Investor in property
- Buys completed or under-construction urban property to the value of 1,000,000 reais or more
- In the states of Brazil's North and North-East regions the threshold is reduced by 30% — from 700,000 reais
- May count the total of several properties, or a share in co-ownership, provided each co-owner has invested the full threshold in their own right
Manager or director of the investing company
- Represents a foreign company, group or conglomerate investing capital in a Brazilian legal entity, and takes the position of administrator, manager, director or executive director with management powers
- The threshold is from 600,000 reais per manager brought in; where at least 10 new jobs are created within two years the threshold falls to 150,000 reais
- The company must notify the ministry when a manager leaves — the issue of further permits to the same legal entity depends on it

Documents to gather
The general set is filed through the MigranteWeb system; the specific list depends on where the capital is directed — into a company, into property, or into the status of manager of the investing company.
- A passport or other document giving the right of entry, or a Registro Nacional Migratório card for those already in Brazil
- A CPF or CNPJ, full name, a valid email address and telephone number
- The receipt for the state fee for processing and assessing the residence application (Guia de Recolhimento da União)
- For an investment in a company — the articles of association or founding agreement of the recipient firm, with the foreign capital registered and fully paid up
- For an investment in a company — confirmation of the currency transaction from an institution authorised by the Central Bank of Brazil, stating the purpose as foreign direct investment
- For an investment in a company — a three-year investment or business plan with projected job creation, salaries and a business development strategy
- For the purchase of a completed property — an extract from the Registro Geral do Imóvel showing ownership free of encumbrances, and bank confirmation of the transfer of capital from abroad
- For the purchase of a property under construction — a registered agreement of intent to buy and sell, confirmation of the transfer of capital, the building permit and the registered memorandum on bringing the property into use
- To move to indefinite investor status in a company — the CRNM card, the company's latest tax return with the filing receipt, RAIS reports for three years and the latest receipt for FGTS contributions with the list of employees

How the process runs
The order of events is the same for all three routes within the «making an investment» basis; only the documents for the specific route differ.

Registration in the MigranteWeb system
The applicant or the inviting company sets up an account in the MigranteWeb 2.0 immigration management and control system and completes the electronic form with their personal details.

Preparing the investment file
The documents for the chosen route are gathered — the company's founding documents and business plan, or the documents on the property purchase — and confirmation of the transfer of capital from abroad is obtained from an institution authorised by the Central Bank.

Paying the fee and filing the application
up to 30 days, up to 60 days where the documents are deficientThe applicant pays the fee for processing and assessing the application and files the set through MigranteWeb. The Ministry of Justice and Public Security examines correctly prepared applications within 30 calendar days; where deficiencies are found the case moves to «under requirement» (em exigência) status and the period is extended to 60 days.

Obtaining the visa or registering in Brazil
If the applicant is abroad, once the decision is published in the Diário Oficial da União they approach a Brazilian consulate for a temporary visa; if they are already in Brazil, they file the documents directly with the ministry, evidencing their presence in the country.

Registration with the Federal Police and issue of the CRNM card
The applicant undergoes biometric registration at the Polícia Federal, receives a Registro Nacional Migratório number and the CRNM card — from that moment the residence is formally in effect on the terms set by the investment route chosen.
Renewal and the grace period
The three routes have different renewal regimes. For an investor in a company the resolution sets an indefinite period of residence from the outset, but continuation of the status depends on a document evidencing that the investment or business plan has been carried out — it is filed no later than 90 days before the period granted expires. An investor in property is first granted residence for 4 years; at the end of that period the status may be converted to indefinite on production of proof that the investment has been maintained, a copy of the CRNM card and criminal record certificates, and while the fixed-term residence is in force the holder must be in Brazil for at least 14 days in every two years. A manager or director of the investing company is likewise granted indefinite status, but its continuation depends on evidence of job creation where the reduced threshold of 150,000 reais was used.
