Study residence permit in Estonia

A temporary residence permit for full-time study at recognised educational institutions in Estonia. It is issued to foreign nationals from outside the EU whose studies last more than a year and who hold no other residence permit in Estonia. The permit is valid for the whole period of study, but no longer than the set maximum. It requires proof of admission to an educational institution, sufficient financial means and medical insurance. Time spent living in Estonia on a study permit does not count towards the periods required for other residence permits.

How the process runs

Obtaining a residence permit for study involves the following stages:

Obtain an invitation from the educational institution

Review of the application

The police authorities review your application and take a decision. Where the application is filed through an embassy, processing begins once the documents reach the police office in Estonia. You will be notified of the outcome.

After a positive decision you will be issued with a residence permit card. If you filed in Estonia, the card can be collected at a police office; if you filed through an embassy, at the Estonian representation.

Family members of a student may obtain residence permits of their own if certain conditions are met.

A spouse or partner in a registered partnership

May obtain a residence permit for family reunification if the student's income is sufficient to support both. Proof of the marriage or of the registration of the partnership is required.

Minor children

May obtain a residence permit for family reunification if they are in the student's care and there is sufficient income. A birth certificate and documents on custody are required.

Renewal and the grace period

The residence permit for study is extended on application until the studies are completed, but for no longer than the set period of validity. Extension is possible provided the studies continue in full and all the requirements are met (financial means, medical insurance, no breaks in study). The state fee for an extension is 225 euros when filed in Estonia.

Does time spent studying in Estonia on a study permit count towards the periods for permanent residence?

No, time spent living in Estonia on a residence permit for study does not count towards the periods of residence when applying for a long-term residence permit or other residence permits. That time has to be built up again after another permit has been obtained.

What happens if I do not start my studies on time or interrupt them?

The residence permit may be revoked if you do not start your studies by the set date, interrupt them or do not complete the programme in full. The conditions of study must be met while the permit is valid.

What is the minimum and maximum duration of study for the permit?

The minimum duration of study is more than one year. The maximum validity of the permit is up to five years depending on the level and duration of the educational programme (secondary education, bachelor's, master's or doctoral studies).
