Work permit in Estonia

The permit is issued to foreign nationals for working in Estonia and allows them to work and live in the country lawfully. A written offer from an employer and the approval of the Unemployment Insurance Fund are required. The programme covers qualified workers, specialists, researchers, teachers, sportspeople and creative workers. The permit can be extended for a long period. Reduced rates are provided for start-ups and certain other categories of worker.

You are a citizen of the EU, Iceland, Liechtenstein, Norway or Switzerland

You have the right of free movement, and no special permit is required

You have no offer from an Estonian employer

You first have to find work in Estonia and obtain a written invitation from a company

Your salary is below the minimum set for your category

The employer must offer a salary in line with the minimum thresholds for your category of worker

Documents to gather

The following documents have to be prepared to file the application:

  • A valid passport or identity document
  • An employment contract or a job offer from an Estonian employer
  • Documents on education, qualification and professional experience
  • A written invitation from the employer stating the position and the salary
  • Proof of approval from the Unemployment Insurance Fund
  • A plan of residence in Estonia or a document on a registered place of residence
  • A medical certificate confirming good health

How the process runs

Obtaining a work permit involves the following stages:

    Obtain an offer from an employer

    The employer or the applicant prepares the complete set of documents, including the employment contract, education documents and the permission from the Unemployment Insurance Fund

    Obtain the approval of the employment authorities

    The Unemployment Insurance Fund reviews the application and issues permission to take on a foreign worker

    Review of the application by the Police and Border Guard Board

    90 days

    The Police and Border Guard Board checks the documents and decides whether to issue the residence permit

    Receive the permit card

    30 days after approval

    After a positive decision the residence permit card is issued; it can be collected at offices or through self-service terminals

    Register your place of residence

    Register your place of residence in the Estonian population register

Who you can bring with you

Family members of a foreign worker may also obtain a residence permit in Estonia.

Minor children (under 18)
They receive a residence permit for a period not exceeding the validity of the working parent's permit. The children must be registered in the Estonian population register or have a valid plan of residence

Renewal and the grace period

The residence permit for employment is initially issued for up to 5 years and may be extended for up to 10 years at a time. For permits issued after 15 July 2018, extension after 5 years of stay in Estonia requires knowledge of Estonian at level A2 or above.

Frequently asked questions about Work permit

Can my family move to Estonia with me?
Yes, your minor children are entitled to a residence permit. They must receive a permit for a period not exceeding the validity of your own permit. Information on other family members and the requirements for them is set out in separate instructions.
What happens if I change employer?
If you change employer, the new employer must file an application to change the conditions of your permit. This can be done through the self-service portal, and the decision is taken within up to 30 days. You do not need to obtain a completely new residence permit.
Is knowledge of Estonian required to obtain the permit?
Knowledge of Estonian is required when extending the permit after 5 years of stay (this applies to permits issued after 15 July 2018). The level required is A2 or above under the Common European Framework. Knowledge of the language is not required when the application is first filed.
How long can I stay in Estonia on this permit?
The permit is initially issued for up to 5 years. Once that period expires you may extend the permit for up to 10 years at a time. So you can stay in Estonia much longer, provided you extend it and meet all the requirements.
What is the minimum salary required to work in Estonia?
The minimum salary depends on your category of worker. The rates are updated regularly and published on the Police and Border Guard Board website. Reduced rates are provided for start-ups. The exact amounts can be found on the official website, or you can consult migration advisers.
How long does it take to review the application?
A reply to the application is usually issued within 90 days. Once a positive decision has been received, the residence permit card is issued within 30 days. The whole process can take from 120 to 150 days depending on how complete the documents are.
