Indefinite investor residence permit in Georgia

The indefinite residence permit in Georgia continues the investor route: it is granted to those who already hold an investment residence permit and have shown that the investment is working — the business is showing the required turnover or the property remains in their ownership. The status has no end date, so it does not have to be renewed. Family members receive the same status together with the investor. The decision is taken by the Public Service Development Agency.

Who is granted this residence permit

Both routes start from the investment residence permit. The difference lies in what the applicant uses to prove that the condition has been met.

Investment in a business

  • A foreign national with an investment residence permit obtained for an investment of USD 300,000 or more in the lari equivalent.
  • Turnover of the business activity in Georgia: USD 50,000 or more for the first year, USD 100,000 or more for the second and USD 120,000 or more for the third, fourth and fifth.
  • Proved by a certificate of the Revenue Service on the turnover for the fifth year and a copy of the investment residence permit.

Property in ownership

  • A foreign national with an investment residence permit obtained for property in Georgia with a market value above USD 300,000.
  • Title to that property is retained for 5 years after the investment residence permit was issued.
  • Proved by an extract confirming title and a document on the market value of the property.

When this residence permit will not suit you

The status completes the investor route rather than starting it. In three cases you look at other programmes.

You are only now moving and are looking for your first lawful status.

You start with a temporary residence permit — for work, study or family reunification.

You have no investment residence permit and do not plan to invest in Georgia.

Indefinite status without an investment is given by permanent residence: it is obtained for years of living on temporary residence permits or for family ties with a citizen of Georgia.

You need a Georgian passport, not just the right to live in the country.

You apply for naturalisation: a record of lawful residence is needed, along with an examination in the language, history and the basics of law, and work, property or a business in Georgia.

How the process runs

The application is filed before the investment residence permit expires.

    Checking the conditions

    You make sure that the investment residence permit is valid and that the turnover or ownership condition has been met for the last year of its term.

    Collecting the documents

    The turnover certificate is obtained from the Revenue Service and the extract confirming title from the public register. For a family member you add the document on the family tie and a copy of the investor's residence permit.

    Filing the application

    The application is filed with the Public Service Development Agency in person or in electronic form.

    Examination

    up to 30 calendar days

    The period starts running from the date the complete set of documents is filed. The agency may check the place of residence and call the applicant for an interview. There is also a shortened processing time — the rate for it is higher.

    Receiving the residence card

    After the agency's decision you obtain the residence card — with it the status is confirmed and no longer has to be renewed.

Work

From 1 March 2026 holders of permanent residence and of the investment residence permit are exempt from the right to work. For holders of the other statuses the right to work is obtained separately at the Employment Promotion Agency: up to 30 calendar days, a fee of up to GEL 500.

Who you can bring with you

The investor's family members receive the same indefinite status. Each files their own application, attaching the document on the family tie and a copy of the investor's residence permit.

A spouse
Proves the marriage. There are no requirements as to their own income or turnover — the condition is met by the investor.
A minor child
Proves the family tie by a birth certificate or another document on the family tie.
A fully dependent person
The law treats as a family member a recipient of support or a person with a disability, as well as a person declared to lack legal capacity, if they are fully maintained by the foreign national.

Renewal and the grace period

The status does not have to be renewed: the residence permit for indefinite stay is issued without an end date, so it has no grace period. Only the residence card is renewed — when its validity expires or the details change. The status itself is annulled if it turns out that the documents were forged, or if the ground on which it was issued ceases to exist.

What comes next: permanent residence and citizenship

Route to permanent residence

This is the indefinite status itself: it does not have to be renewed. Permanent residence under article 15(g) is a separate document, granted for 10 years on temporary residence permits or for family ties with a citizen of Georgia.

Route to citizenship

After 10 years of residence you apply for naturalisation: an examination in the language, history and law, plus work, property or a business in Georgia.

Frequently asked questions about Indefinite investor residence permit

Does the right to work have to be obtained separately?
The Law of Georgia on Labour Migration does not apply to foreign nationals with a valid investment residence permit, and it defines a labour immigrant as a foreign national who has no permit for permanent residence in Georgia. The right to work is obtained at the ministry by those who fall within that definition.
How much time do you have to spend in Georgia so as not to lose the status?
For this residence permit the law sets no threshold of days. The rule on an absence of 183 days or more in any 12 calendar months is written for the IT specialists' residence permit.
How does the residence permit for indefinite stay differ from permanent residence?
These are two different indefinite statuses. Permanent residence is granted to the spouse and minor child of a citizen of Georgia, to the parent of a minor citizen, and also to a foreign national who has lived in the country for the last ten years on temporary residence permits; periods of study, medical treatment and diplomatic service are deducted from that period. The residence permit for indefinite stay is issued only along the investor line.
Do you have to register at your address of residence?
Yes, registration at an address is compulsory for foreign nationals with a residence permit. The service is free of charge. The ground is a document of title, the written consent of the owner of the accommodation, or the written confirmation of two adults that the person has been living at that address for the last three months.
What do you do if the status is refused?
A repeat application is accepted no earlier than a month after the decision to refuse. The processing time starts running only after the complete set of documents has been filed — an incomplete set does not start the count.
