This is not a state requirement (Germany has no official minimum team size for relocation) but an internal commercial threshold at Pactors — the figure is worth making consistent in both fields so as not to confuse the client.

Germany has no employer “sponsor licence” system

Unlike the UK, a German employer needs no special status or licence to hire foreign nationals — each permit is arranged individually for the specific employee on a suitable ground (Blue Card/Chancenkarte/Fachkräfte). At the same time, acting under a power of attorney from the employee, the employer can initiate the accelerated procedure (beschleunigtes Fachkräfteverfahren, §81a AufenthG) to shorten the time to entry.
