A notarised translation makes the document readable in the language you need, but doesn't confirm it's genuine abroad. The apostille is a separate procedure for Hague Convention countries, needed on top when the document travels to another country.
Is an apostille needed for CIS countries?
No — for parties to the Minsk Convention (Russia, Armenia and Kazakhstan, for instance) no apostille is required: a notarised translation is enough.
Can a power of attorney be translated and legalised for use abroad?
