Work for EAEU citizens in Armenia

Citizens of the Eurasian Economic Union states work in Armenia without a work permit — this is provided for by the EAEU Treaty and by the list of exceptions in the Law on Foreigners. The employer concludes the employment contract and enters it on the single electronic platform workpermit.am, run by the Migration and Citizenship Service of the Ministry of Internal Affairs. Once the contract is registered, the employee receives a certificate of lawful residence: it confirms the right to stay in the country beyond the visa-free period. A temporary residence card on the employment ground is obtained at the holder's option — by those who need a plastic document.

How lawful residence is proved

The right to work is given by the contract itself. There are two documents to choose between for proving it.

Certificate of lawful residence

  • Citizens of Russia, Belarus, Kazakhstan and Kyrgyzstan working under a contract with an employer in Armenia
  • No duty is paid
  • The employer enters the contract on workpermit.am, and the certificate is issued from the platform's data

Temporary residence card

  • Those who need a plastic document showing their status — for the bank, for renting, for travel
  • A duty is paid for the status, the card and entry on the register
  • The application is filed by the employer online, and the card is issued by the migration service at 14 Tairov Street

When this route will not suit you

The exemption from the permit rests on a contract with an employer registered in Armenia.

You work remotely for a foreign company and have no contract with an Armenian employer

Open a sole trader business or a company in Armenia and obtain a temporary residence permit for business

You are a citizen of a country outside the EAEU

The employer goes through the full procedure on workpermit.am: files an application for the vacancy, waits for confirmation and obtains a residence permit on the employment ground

You need a status not tied to an employer

Look at the residence permit for marriage and close family ties, the study residence permit or permanent residence status

You register the employment contract in the electronic records system: a copy of the contract and a document on medical insurance.

There is no duty for the right to work itself. Money comes into it only for those who obtain a residence card instead of the certificate.

Paid separately

  • Notarised translation of the passport into Armenian Needed when obtaining a residence card. The price is set by the notary; there is no such line in the Law on State Duty.

The base duty is AMD 1,000, and the rates in the law are set as multiples of it.

How the process runs

The order of steps for a citizen of an EAEU state who has an offer from an employer in Armenia.

    The public services number

    You obtain a public services number at an office of the Migration and Citizenship Service. Without it the certificate of lawful residence will not be issued.

    Registration on the platform

    The employee registers on workpermit.am under the "EAEU citizen" tab. The employer registers separately as an organisation: its affairs may be handled by any person authorised by the head of the organisation.

    Signing the contract

    You sign the contract with the employer. No permit document is required for the whole of its term.

    Entering the contract in the electronic records

    10 working days after the contract is concluded

    The employer uploads the electronic version of the contract to the single platform.

    Issue of the certificate

    The finished document is collected at the Single Public Services Office at 3 Vazgen Sargsyan Street, on working days from 09:00 to 14:00 and from 15:00 to 18:00.

Who you can bring with you

Close relatives receive the certificate not in their own right but on the basis of the certificate of the working relative.

A spouse
The certificate of lawful residence is issued on the basis of the certificate of the working family member and within its period of validity.
Children
The employee adds them under their own account on the platform; their certificate is valid for no longer than their own.
Parents
They register on workpermit.am under the account of the working EAEU citizen.

Renewal and the grace period

The certificate of lawful residence is issued for the term of the employment contract. If the contract is for an indefinite term, the certificate is issued for 1 year and then renewed. The ground rests on a valid contract: renew the contract and you renew the certificate.

Frequently asked questions about Work for EAEU citizens

What do you do if the employment contract is terminated early?
The EAEU Treaty gives 15 days to conclude a new employment or civil-law contract without leaving the country — provided that by the time of termination you had spent more than 90 days in the state of employment.
Does a citizen of an EAEU state have to obtain a residence permit in Armenia?
No, there is no obligation to obtain one: EAEU citizens are exempt both from the work permit and from the residence permit. The card is obtained at your option — for example, when a plastic document is needed for a bank or for renting.
How long can you live in Armenia without the certificate?
The visa-free regime is limited to 180 days a year. The certificate of lawful residence is needed precisely in order to stay longer and to cross the border without administrative liability.
Can you later obtain permanent residence status?
The law requires at least 3 years of lawful residence in Armenia, a spouse or close relatives who are citizens of Armenia or foreign nationals with permanent status, and also accommodation and means of subsistence. Permanent status is granted for 5 years and renewed for the same period.
What happens to the status if you leave Armenia for a long time?
For permanent status the law expressly names a ground for annulment — an absence from the country of more than 6 months. Where you work under a contract, the period of stay is tied to the term of the contract rather than to the number of days spent in the country.
