Digital nomad residence permit in Andorra

The programme allows foreign nationals working remotely using telecommunications and technology to obtain a residence permit in Andorra. Candidates must confirm that their activity is not tied to a geographical place and that more than half of their services are consumed outside the country. The programme provides for an initial residence permit of several years, with the possibility of successive renewals, and requires compulsory residence in Andorra for not less than three months in the calendar year.

Who the programme suits and how to fit into the different categories

Programme D.3 is intended for remote workers whose activity is independent of their place of residence. There are several routes depending on status and circumstances.

  • receiving the decision within the set period

Once the permit is approved you must

  • register with the municipality of the parish of residence
  • provide proof of registration within three months
  • maintain compulsory residence in Andorra for at least the set period each year
  • keep valid medical insurance in force
  • attach the documents for renewal of the permit within the set time limits

Documents to gather

The applicant must provide originals and copies of documents confirming every aspect of their status and eligibility.

  • Completed application form for a residence permit (the form for D.3)
  • A valid passport (original and copy), or a national identity card for citizens of the EU and the EEA
  • A criminal-record certificate from the country of origin
  • A criminal-record certificate from the country of citizenship
  • A criminal-record certificate from all countries where the applicant has lived
  • A colour photograph measuring 35 by 45 millimetres, taken no more than six months ago

How the process runs

The process of obtaining the residence permit comprises several stages, from preparing the documents to registering with the municipality.

    Obtaining a favourable decision from the ministry of economy

    not established

    The applicant must approach the ministry responsible for the economy with documents and a description of their activity in order to obtain official confirmation that their work meets the programme's criteria (not tied to a place, using telecommunications). This decision is required before applying for the residence permit.

    Preparing the full package of documents

    2-4 weeks

    All the necessary originals and copies are gathered: passport, criminal-record certificates, photograph, the decision from the ministry of economy, accommodation documents, proof of insurance, financial documents and the written undertaking. All documents must be ready before booking the appointment.

  3. 3

    Registering on the electronic platform and booking an appointment

    1-2 weeks

    The applicant registers on the e-tramits.ad electronic platform and chooses a convenient time for a personal appointment at the Immigration Service office. Appointments are available throughout the year. Booking is usually required several weeks before the desired appointment date.

    Filing the documents at the personal appointment

    1 day

    The applicant attends at the set time with originals and copies of all the documents. An Immigration Service officer checks that the package is complete, answers questions and acknowledges receipt of the application. The whole filing takes place in person; online filing is not available for this programme.

    Consideration of the application by the Immigration Service

    After the documents are filed, the Immigration Service checks all the information, contacts the relevant authorities and takes a decision. The maximum period for consideration is two calendar months from the submission of the complete package of documents.

    Receiving the decision on the permit

    The applicant receives the official decision granting the residence permit. The permit is valid from the date stated and has a defined term (initially two years). A copy of the decision is given to the applicant, who may then begin the process of registering with the municipality.

    Registration with the municipality of the parish

    1-2 weeks

    Within three months of receiving the permit the applicant must register with the municipal office of the parish where they plan to live. The decision granting the permit, the passport and the accommodation documents must be brought. The municipality issues a certificate of registration, which must be provided to the Immigration Service.

  8. 8

    Providing proof of registration with the municipality

    1 day

    The applicant sends or brings the certificate of registration with the municipality to the Immigration Service within three months of receiving the permit. This completes the process of obtaining the residence permit.

Timelines and rights

Work

You work remotely: under a contract with a company registered abroad, as the holder of a share in a foreign company, or for foreign clients. The work must not depend on geographical location.

Who you can bring with you

The applicant's family members may be included in the residence permit application or obtain a permit later through the family reunification procedure.

Spouse or registered partner
May be included in the initial application or join later, once the main applicant has lived in Andorra for at least three months. A marriage certificate, identity documents and proof of living together must be provided. Entitled to renewal together with the main applicant.
Minor children
May be included in the main applicant's application. For each child a birth certificate, a passport or identity document and a criminal-record certificate from the countries of residence are required. A vaccination record and a health certificate must be provided. Each child receives their own residence permit with the same term of validity as the main applicant's.
Adult children and other dependants
Adult children may be included as dependants where there are documents confirming financial dependency. Other family members (parents, brothers and sisters) are not usually included in the main applicant's application and must file separate applications on other grounds.

Trips, renewal and the grace period

You undertake to live in Andorra for not less than 90 days in the calendar year.

The initial permit is issued for two years. The first renewal is granted for a further two years. The second renewal extends the period to three years. Thereafter each subsequent renewal is valid for ten years. The exception is citizens of states that have signed and ratified a bilateral convention with Andorra. The requirement of knowledge of Catalan (level A1 for the first renewal and A2 for the second) will take effect for renewals filed from a certain date. Renewal follows a procedure analogous to the initial grant of the permit and requires updated documents confirming continued compliance with the programme's criteria.

What comes next: permanent residence and citizenship

Route to permanent residence

The permit is renewed: after 7 years, subsequent renewals are granted for 10 years. The exception is citizens of states that have signed and ratified an agreement with Andorra.

Route to citizenship

Naturalisation is granted after 20 years of main and permanent residence in Andorra. Previous citizenship must be given up: proof is brought within 5 years.

The funds may come from your professional activity, investments or savings.
Is medical insurance compulsory for me?
Yes, you and all your dependants must have valid medical insurance. The insurance must cover medical care in Andorra and be evidenced by documents when the application is filed. If you have children under a certain age, they may need only a medical insurance policy without an incapacity policy, whereas adults must usually have both types of cover. You may use private insurance or the Andorran state health system.
Can my spouse and children join me in Andorra?
Yes, spouses and minor children may be included in your initial residence permit application. They will receive the same residence permit with the same term of validity. If they were not included in the initial application, they may join later through the family reunification procedure, provided you have already lived in Andorra for at least three months. Are digital nomads exempt from paying tax in Andorra?
Digital nomads are subject to the standard Andorran system of taxation on income earned or received in Andorra. However, programme D.3 does not require the compulsory contribution of fifty thousand euros to the Andorran Financial Authority (AFA) that is required for passive residence.
