Citizenship through naturalisation in Andorra

The naturalisation programme opens the way to full membership of the Andorran community for foreign nationals who have lived in the country long enough. The main route requires many years of permanent residence and active integration into local society, including command of Catalan. Citizenship confers full political and social rights but entails renunciation of all other nationalities. The process is run by the Ministry of Justice and the Interior and includes a comprehensive check of the candidate's bona fides and level of integration.

Documents to gather

The applicant must provide a full package of documents confirming identity, place of residence and integration.

How the process runs

The process of acquiring citizenship consists of several stages, which must be followed precisely.

    Preparing the documentation and legalising it

    2-4 months

    Gather all the required documents, including the birth certificate, the criminal-record certificate and the passport. Documents of foreign states must be legalised (Hague apostille) or certified by a consulate. Documents from Spain, France and Portugal are an exception — they do not require legalisation.

    Preparing evidence of residence and integration

    1-2 months

    Gather housing bills, tax returns, bank statements, employer's certificates and medical insurance documents. Prepare evidence of participation in community life (club membership, student documents, volunteering certificates).

    Translating the documents into Catalan

    2-6 weeks

    All documents must be translated into Catalan by a translator officially recognised by Andorra. The translations are made either notarised or with the translator's appropriate stamps.

    Filing the application through the e-tramits portal

    on the day of filing

    File the application for the acquisition of citizenship through the Andorran Government's electronic portal (e-tramits.ad). The application may be filed at any time of year. For filing in person, you may attend the Ministry of Justice and the Interior.

    Verification of the documents and administrative processing

    The administration checks that the documents submitted are complete and genuine. If the documents are incomplete, further information is requested. The maximum period for consideration under the law is 60 working days.

    Integration interview and assessment

    1-3 months

    A special commission holds an integration interview, assessing the level of Catalan in everyday situations, participation in community life, financial independence and alignment with local values. Continuity of residence and the absence of long periods of absence are assessed.

    A favourable decision is taken

    After successfully passing the integration assessment, the Government takes a favourable decision. The applicant is notified that the application has been approved.

    Renunciation of the previous citizenship

    up to 5 years

    Having received the Government's decision of approval, the applicant must renounce their previous citizenship (all of them, if there is more than one). They have a period of up to 5 years to provide documents confirming the renunciation or loss of the previous citizenship.

    Sitting the examination in Catalan, history and geography

    up to 5 years after approval

    The applicant must sit the official examination in Catalan (level B1), Andorran history and geography. Persons aged 70 and over are exempt from the language examination but may sit it voluntarily. A minimum of 60 points must be scored (including 40 points in the oral part and 20 in the written part).

    Oath of allegiance and registration of citizenship

    After successfully passing the examination (or after the period has expired, if the examination has been deferred), the applicant is invited to a formal ceremony of the oath of allegiance to Andorra. Once the oath has been taken, the person is entered in the civil register as a citizen of Andorra and receives a certificate of citizenship.

    Obtaining a passport

    2-4 weeks after registration

    After registration in the civil register, the new citizen may apply for an Andorran passport. The passport is issued by the Ministry of Justice and the Interior.

Timelines and rights

Residence

The Government amended the Qualified Act on Citizenship: all periods of residence in the country count, including those with interruptions. Main and permanent residence for the five (5) years before filing must still be confirmed.

The acquisition of citizenship by one family member may affect the process for others, in particular for children and the spouse.

Children (under 18)
Minor children acquire citizenship automatically once one of the parents becomes a citizen of Andorra, provided they are entitled to citizenship and live in the country. Children born in Andorra to one citizen parent acquire citizenship by birth.
Spouse (a citizen of another country, not Andorra)
The spouse of a foreign national who has obtained Andorran citizenship may apply through the marriage route, which requires 5 years of continuous residence together and 20 years of residence in the country. However, the standard naturalisation routes by residence are also available to them.
Parents and other relatives
The acquisition of citizenship by one family member confers no automatic advantages on parents or other relatives. Each must file their own application and meet the requirements of the naturalisation programme.

How long does it take to obtain Andorran citizenship through naturalisation?
The full process usually takes 24-36 months. Administrative consideration of the application takes a maximum of 60 working days, the integration assessment may take 1-3 months, and you have up to 5 years to prepare evidence of renouncing your previous citizenship and to sit the examination in Catalan.
Can I keep my previous citizenship when obtaining Andorran citizenship?
No, Andorra does not recognise dual citizenship. You must renounce your previous citizenship entirely (all of them, if there is more than one). You have up to 5 years after receiving the Government's decision of approval to provide documents confirming the renunciation or loss of the previous citizenship.
What level of Catalan is required?
Level B1 (independent user) in Catalan is required. The examination is held officially and requires a minimum of 60 points (not less than 40 points in the oral part and 20 in the written part). Persons aged 70 and over are exempt from the language examination but may take it voluntarily.
What is the minimum period of residence required for naturalisation?
The main route requires 20 years of permanent residence in Andorra, with the last 5 years continuous. There are, however, alternative routes: 10 years of residence with completion of compulsory education in Andorra, 3 years of residence with marriage to an Andorran citizen (the condition was changed to 5 years in the latest reforms), or 15 years where there is an Andorran grandfather or grandmother.
Is a lawyer needed to file a citizenship application?
It is not compulsory, but it is recommended. The application can be filed on your own through the e-tramits.ad portal; however, the naturalisation process involves many documents requiring translation and legalisation, so the help of an experienced lawyer can make the process considerably easier and help avoid mistakes.
Is there an age limit for acquiring citizenship?
There is no strict maximum age for naturalisation. However, people aged 70 and over are exempt from the requirement to sit the official examination in Catalan, although they must still prove integration into society. Children under 18 pay a reduced fee (32.16 euros instead of 49.31 euros for adults).
