Andorran passive residence in Andorra

Passive residence is an Andorran residence permit without the right to work in the country. It is taken up by people who live on their own capital, a pension or income from outside Andorra and are prepared to hold an investment in Andorran assets on a permanent basis. In Andorran legislation this status is called residència sense activitat lucrativa and belongs to residence permits without work.

Who can obtain it

The requirements for the main applicant are set by the immigration act and by the regulation on residence permits without work.

Requirements for the applicant

  • An adult, or an emancipated minor, not deprived of legal capacity by a court decision
  • Income above 300% of the annual Andorran minimum wage, plus 100% of that figure for each dependant
  • Insurance against illness, incapacity and old age, valid in Andorra for the whole term of the permit
  • Accommodation owned or rented meeting minimum habitability conditions, or a purchase of housing in Andorra already begun
  • No convictions for intentional offences in Andorra or in the countries of previous residence

What the status means

  • Main and actual place of residence in Andorra — a minimum of 90 days in the calendar year
  • Employment and professional activity in Andorra are prohibited
  • Managing one's own property is permitted
  • Serving as an unpaid administrator of a company in which the holding is not less than half of the capital is permitted
  • Applicants from outside the EU and the EEA need the right to enter the Schengen area lawfully and to move within it

How the places are allocated

  • First come citizens of states that have signed and ratified an agreement with Andorra

There is a separate modality for this, residència per a professionals amb projecció internacional: the base of activity in Andorra, at most one employee, and not less than 85% of the services consumed outside the country

Scientists, figures in the arts and sportspeople with international recognition

Residència per raons d'interès científic, cultural i esportiu suits them: instead of an investment in assets, they confirm recognition of their talent and income from their activity

Those moving for care in a private geriatric or medical centre

There is a separate permit for placement in private geriatric centres and centres of medical or therapeutic care. It is issued for a year and renewed for a year

Those not prepared actually to live in Andorra for part of the year

The undertaking to make Andorra the main and actual place of residence is signed when the application is filed, and at renewal it is checked that it has been complied with

What it costs

The amounts are set by the immigration act as amended by Llei 2/2026. The contributions are paid to the Autoritat Financera Andorrana; the investment in assets is confirmed by documents.

Documents to gather

The Immigration Service publishes a general list of documents for a residence permit without work. The list is open-ended: the authority may request additional papers and carry out checks.

  • Completed application for a residence permit without work
  • Valid passport: original and copy. Citizens of EU and EEA countries may present a national identity card
  • Criminal-record certificates from the country of origin, the country of citizenship and the countries of residence
  • A sworn statement that there is no criminal record
  • A colour photograph 35 x 45 mm, taken no earlier than six months before filing, with the head uncovered
  • Accommodation documents: ownership, tenancy agreement or a purchase already begun, plus a certificate of place of residence and a housing undertaking
  • A document on marital status: a certificate of celibacy, a marriage certificate, a decision on judicial separation, a divorce decree, a spouse's death certificate or a Civil Registry certificate of a stable union
  • A signed undertaking to live in Andorra for not less than 90 days in the calendar year
  • A policy of insurance against illness, incapacity and old age, valid in Andorra for the applicant and the dependants
  • Proof of income: a pension certificate, the tax return for the previous year in the country of former residence, bank statements
  • For children: a birth certificate, and for children under 16 a vaccination record and a medical certificate
  • A document with a specimen signature and consent to medical examinations
  • Documents for placing the deposit with the AFA and the undertaking to invest in Andorran assets
  • A certificate of registration with the comú of the parish of residence
  • Foreign official documents are accepted only with a Hague Convention apostille or legalised

How the process runs

Cases are handled by the Immigration Service within the Police Service. Attendance is by prior appointment.

    Checking the quota and booking an appointment

    Permits are issued within the quota approved by the government, by the date of application. Attendance at the Immigration Service is by prior appointment.

    Assembling and legalising the documents

    The passport, criminal-record certificates, accommodation documents, insurance, proof of income and of marital status are prepared. Foreign official documents are apostilled or legalised.

    Filing the application with the Immigration Service

    The application is filed in person together with the package of documents, and the undertakings on actual residence and on maintaining the insurance are signed. A fee is paid for the receipt acknowledging the application.

    Medical examination

    The Immigration Service issues a referral with the date and time to the Immigration Medical Service. There is no need to attend fasting. Contagious and quarantinable diseases are grounds for finding a person unfit for residence.

    Contribution to the AFA and issue of the permit

    The Immigration Service states the amount to be paid into the Autoritat Financera Andorrana. An Andorran bank issues a document confirming final crediting, after which the permit is handed to the main applicant and the dependants.

    Registration with the comú

    one month from the date the permit is issued

    The resident registers with the comú of the parish where they live and confirms the registration within the same period. The certificate from the comú is submitted to the Immigration Service within three months of receiving the permit.

    Investment in Andorran assets and proof of it

    The undertaking to make the investment is declared on filing. The period may be extended by a further six months if the transaction fell through because of force majeure or through the fault of a third party. Proof is by documents according to the type of asset: a notarial deed for real estate, a deed of purchase of holdings, a certificate from the issuer or depositary, a life assurance policy, a bank document on the deposit with the AFA. Without proof the permit is annulled.

Who you can bring with you

Family members obtain the same status on the same conditions and for the same term — either together with the main applicant or later, by way of family reunification. The main applicant confirms the means to support them and housing of the required size, and the relatives themselves undergo security and health checks.

Spouse
Provided there is no judicial or de facto separation at the time of the application. Only one spouse may be included, even if the foreign national's personal law allows polygamy

Renewal and the grace period

The initial permit is issued for two years, renewable. The first renewal is granted for two years, the second and subsequent ones for three years. A person who has held the status for not less than seven years receives, subject to compliance with the requirements of the law, a renewal for ten years, and the same term applies to subsequent renewals. For citizens of Spain, France and Portugal the initial permit is valid for two years, renewal is granted for three years, and after five years of holding the status, for ten years.

Frequently asked questions about Andorran passive residence

How much must be invested in Andorran assets?
The main holder of the status invests, permanently and in fact, not less than €1,000,000. The threshold falls to €400,000 if the investment goes into the Fons d'Habitatge. Where the investment is made in real estate, more than €800,000 must fall on each property acquired. Debt and financial instruments of Andorran issuers and Andorran collective investment funds count for a maximum of 36 months: after that the money is moved into another type of Andorran asset.
When must the investment be made?
The undertaking to invest is declared when the application is filed, and the period is six months. It may be extended by a further six months if the transaction did not take place because of force majeure or through the fault of a third party. After the end of the six-month period from the day of the decision granting the application, one month is allowed to prove the investment by documents. If the resident does not submit them, the permit is annulled.
How much are the state fees?
The receipt acknowledging an application for residence without work — €6.79. Issue of the initial permit — €3,000, a permit for a dependent resident — €1,000. Renewal — €500, and renewal for a family member under reunification — €22.61. A duplicate card — €56.15, a certificate of registration — €6.79, a certificate of deregistration — €3.40.
Is it possible to work in Andorra with this status?
No. A resident without gainful activity lives in the country without carrying on employment or professional activity. The law permits only the management of one's own property. This includes acting as an administrator of companies in which the holding in the capital or own funds amounts to half or more, provided the office is unpaid.
How many days a year must be spent living in Andorra?
The main and actual place of residence must be in Andorra for not less than 90 days in the calendar year. A written undertaking to this effect is signed when the application is filed, on the official form — separately by the main applicant and by each dependant. For minors and persons without full legal capacity it is signed by the legal representative.
Is there a quota for such permits?
Yes. The government approves a quota periodically. The regulation in force set the quota at 200 residence permits without work, of which 163 are for residents without gainful activity, 10 for professionals with international projection, 17 on grounds of scientific, cultural and sporting interest and 10 for placement in private geriatric and medical centres. If one modality is exhausted, the permit can still be obtained while the overall number of places is not exhausted.
How quickly is the permit issued?
The Immigration Service answers: if all the requirements are met, the initial permit is received on the day after the medical examination. The date and time of the examination are given once the required documents have been submitted — on the next working day. There is no need to attend the examination fasting.
When and with which documents is a renewal filed?
The renewal application is filed within the six months before expiry and always before the date the permit expires. It must be confirmed that the main and actual place of residence has been in Andorra since the permit was issued or since the last renewal. The package includes the application, the passport, a photograph, a certificate of residence from the comú, the latest bill for electricity, telephone or water, valid insurance, proof of income, the undertaking on residence and a document showing that the investment in Andorran assets is maintained.
What must be done immediately after the permit is issued?
Register with the comú of the parish where the person lives. The period is a maximum of one month from the date the permit is issued, and the registration is confirmed within the same period. The comú's certificate of registration is submitted within three months of receiving the permit. If there is no certificate, the permit is annulled.
Under which rules are applications filed before the reform considered?
All applications for a residence permit without gainful activity filed before the adoption of Llei 2/2026 are considered under the rules in force before that date. This applies both to applications connected with a foreign investment or with the reservation of a place in the quota and to those not so connected.
