Family reunification in Andorra in Andorra

The permit allows a person being reunified with an Andorran citizen or with the holder of a residence and work permit to live in the Principality of Andorra. The receiving party must live in the country, and the application is filed with the Immigration Service.

Who can obtain it

The permit is issued to the newly arriving relative. The ground is a family relationship or guardianship with a person already living in Andorra: a citizen of the country or the holder of a residence and work permit.

Documents to gather

The Immigration Service publishes the list with a caveat: the list is given as an enumeration and does not limit the set of documents. All official documents of foreign authorities are submitted either with a Hague Convention apostille or legalised.

Original and photocopy of a valid passport; citizens of European Union and European Economic Area countries may instead submit the original and a copy of a national identity card

Assemble the documents of the receiving party and of the person being reunified
An Andorran citizen prepares a copy of the passport and a certificate of registration in the census of the parish where they live. A foreign national prepares a copy of the passport or identity card and a copy of their own immigration permit. Documents of foreign authorities are given a Hague Convention apostille or legalised in advance.

Confirm income
The applicant's means must amount to 100% of the Andorran minimum wage. In addition, it must be confirmed that the household's income is sufficient for each person: for each adult living in the same accommodation — not less than 100% of the minimum wage, for each minor — not less than 70%. If the applicant and their spouse live lawfully in Andorra, the Immigration Service takes the spouse's income into account only with the spouse's express consent.

File the application with the Immigration Service
The application form for an immigration permit for non-active residents is used. Applicants are received from Monday to Friday from 8 to 13 hours.

Undergo the medical examination
Information on the medical examination and consent to medical examinations are attached to the application. Examinations are handled by the immigration medical service of the Immigration Department.

Receive the permit and pay the fees
A fee is charged for the receipt acknowledging the application and for the issue of the permit itself. The tariffs are published in a separate list on the Govern d'Andorra portal.

Register with the comú of the parish

Timelines and rights

Work

With a valid reunification permit you use the Andorran employment service on the same footing as those holding a work permit.

Who you can bring with you

The permit is issued precisely to the relative who is moving. Each category has its own set of proofs of relationship and guardianship.

Spouse

An official marriage certificate. The marital status document is issued no earlier than 3 months before filing.

Partner in a stable union of a couple

An official certificate of the Andorran Civil Registry, issued no earlier than 3 months before filing.

The applicant's minor children

A birth certificate stating the relationship, no more than 3 months old, or a certified copy of the adoption order.

The spouse's minor children

The applicant must have legal custody and care. This is confirmed by a notarial document or a court decision; foreign documents are legalised.

Adult dependent children

The applicant exercises legal guardianship or analogous protection. A student aged 18–25 needs a certificate of continuous study as their sole occupation.

Dependent ascendants

Aged 65 and over or retired. Documents showing the absence of sufficient means of their own and insurance covering 100% of medical costs, with an undertaking to renew it, are attached.

Other persons under guardianship

A certified copy of the decision appointing the guardian and a certificate that the appointment is in force. Both parents must have lost their parental rights.

Everyone living in the same household

Income per adult — not less than 100% of the Andorran minimum wage, per minor — not less than 70%.

Trips, renewal and the grace period

The permit rests on the person you moved to join: it is valid while the Andorran citizen or the holder of a residence and work permit lives in the country. After 7 years, subsequent renewals are granted straight away for 10 years.

The term of the first permit depends on whom you are moving to join. On reunification with an Andorran citizen the maximum term is granted — ten years. On reunification with the holder of a residence and work permit the first permit is issued for one year and then renewed three times for two years. After seven years, subsequent renewals are issued for ten years — except for citizens of states that have signed and ratified an agreement with the Principality of Andorra. Renewal is arranged under procedure B.2: it requires the permit holder to have lived in Andorra permanently and in fact from the day the first permit began or from the day of the last renewal.

What comes next: permanent residence and citizenship

Route to permanent residence

The permit is renewed: after 7 years, subsequent renewals are granted for 10 years. The exception is citizens of states that have signed and ratified an agreement with Andorra.

Route to citizenship

Naturalisation is granted after 20 years of main and permanent residence. In a marriage to an Andorran citizen, 3 years of continuous main and permanent residence before or after the wedding, plus proven integration, suffice. Previous citizenship must be given up: proof is brought within 5 years.

Can parents be brought over?

Yes. A dependent ascendant who is at least 65 years old or who has retired may obtain the permit. Documents showing that they do not have sufficient means of their own to live on and insurance covering 100% of any medical costs, plus a sworn statement undertaking to renew that insurance, are attached to the application.

What must be done immediately after receiving the permit?

You must register with the comú of the parish where you live. The period is no more than 3 months from the date the immigration permit is granted, and within the same period the registration must be documented.

How is the permit renewed?

Under procedure B.2. The application is filed with the Immigration Service before the current permit expires. You will need the renewal application form, the original and a copy of a valid passport or identity card, a colour photograph 35 × 45 mm no more than 6 months old, the Immigration Service permit itself, insurance covering 100% of medical costs for the whole term of the new permit, the CASS points statement of the person with whom the reunification took place, a certificate of residence from the comú and a signature document.

Is an apostille needed on foreign documents?

Yes. All official documents issued by the authorities of foreign states are submitted either certified with a Hague Convention apostille or duly legalised.

When can you attend the Immigration Service?

Applicants are received from Monday to Friday from 8 to 13 hours. The Immigration Service considers all applications for immigration permits, issues and renews them, keeps the Central Immigration Register and collects the fees laid down by law.
