Researcher residence permit in Montenegro
A residence permit for an academic invited by a Montenegrin research or educational organisation, a university or another legal or natural person for a specific research project. The ground is a signed contract with the host. The decision is taken by the Ministry of the Interior: it checks the applicant's identity, the lawfulness of their stay and the status of the host organisation. The term of the permit matches the project, and the holder is given the same tax treatment as local citizens.

A researcher invited from Montenegro

Concluding the contract with the host organisation
A research institution, a university or another legal or natural person in Montenegro selects the researcher and signs a contract with them. The contract obliges the organisation to cover the cost of the researcher's maintenance, stay, accommodation and return, and records the term of the work.

Filing the application with the Ministry of the Interior
The applicant files the application in the prescribed form — in person or with the help of a Ministry officer, who prints out the completed form for the applicant to check and sign. The contract, the passport, evidence of means and accommodation and health insurance are attached to the application.

Checking the application
The Ministry of the Interior checks the applicant's identity, the validity of their document, the lawfulness of their current stay in Montenegro, the presence of a D visa where required, and the host organisation's registration in the Central Register of Business Entities.

Decision and issue of the permit

Timelines and rights
Work
The permit gives the right to carry out research at the organisation with which the contract is concluded. Once the work is completed, the Ministry of the Interior issues a residence permit for nine months to look for a job.

Trips, renewal and the grace period
A researcher with a contract and a residence permit in an EU country may carry out research in Montenegro for up to three months without a Montenegrin residence permit, provided they confirm means of subsistence.
The permit is issued for a term of up to 1 year. The renewal application is filed no later than 30 days before the current term expires, with a valid passport and confirmation that the ground — the contract with the host organisation — is still in force. If the decision is positive, the Ministry of the Interior issues a new permit again for a term of up to 1 year; the law sets no maximum number of renewals, so they may be arranged for as long as the research project under the contract lasts.
