Specialist work permit in Montenegro
A residence permit for a citizen of a country outside the European Union whom a Montenegrin employer invites to a specific position. The applicant confirms a higher education qualification. The permit is issued by the Montenegrin Ministry of the Interior, and in a single document the person receives the right to live in the country and to work for the employer who invited them. The status lasts as long as the person holds the agreed position; it does not allow living in Montenegro without work.

The Montenegrin Ministry of the Interior issues temporary residence and work permits on several grounds — ordinary employment (including with a higher education qualification), seasonal work and work by employees posted by foreign companies. What follows concerns the first ground.

Continuous residence is counted by permits: 5 years give the right to apply for permanent residence and 10 years of lawful residence for citizenship.
The temporary residence and work permit is issued for a term of up to 1 year. It may be renewed while you stay with the same employer in the same position; the total period of continuous residence and work on this ground is up to 2 years. Renewal costs 30 euros — separately from the application, the issue of the permit and the form at the initial application.

Route to permanent residence
Permanent residence (stalno nastanjenje) is granted after 5 years of continuous temporary residence. The administrative fee is EUR 10 and the decision is taken within 6 months. You confirm income, accommodation, insurance, the absence of a criminal record and a basic knowledge of Montenegrin.
Route to citizenship
Admission to citizenship follows after 10 years of lawful continuous residence and on the other conditions of article 8 of the Law on Montenegrin Citizenship.
