Residence and work permit in Montenegro
The main residence permit for a foreign national hired by an employer in Montenegro. A single document combines the right to be in the country with the right to work for a particular employer; no separate work permit is needed. The foreign national files the application in person at the territorial unit of the Ministry of the Interior. The government approves the quota and the list of sectors afresh each year, so the availability of the permit depends on the occupation and on the year of filing.
Who obtains this permit
The permit is issued only for a specific job, so two participants have to meet the conditions at once — the foreign national and their future employer in Montenegro.
The foreign worker
- Has already received a written job offer from a Montenegrin company for a specific position
- Confirms the diploma and qualifications required for that position
- Can show means of subsistence, secured accommodation and health insurance
The employer in Montenegro
- Is registered as an operating company and provides an extract from the commercial register
- Has not been penalised for illegal hiring and is not in bankruptcy proceedings
- Is ready to conclude an employment contract with the foreign national and register them for social insurance once the permit is issued
When the programme is not a fit
I want to stay in Montenegro without a specific employment contract — for example, to live on savings or to look for work locally
The permit is issued only for employment already agreed. If you have no job yet, a residence permit on other grounds is the fit — through property ownership or registering your own company, for example.
I want to start and run my own business in Montenegro rather than work as an employee
For owners of a company in Montenegro there is a separate type of residence permit — on the ground of founding or managing a firm, not of an employment contract with an employer.
My occupation is not in the list of sectors in this year's quota, or the sector quota is already used up
You will have to wait for the next year or look for a ground outside the quota — a residence permit through property or family reunification, for example.

Documents to gather
The package is put together by the foreign national and the employer between them: some documents come from the company and some from the candidate.

- A valid passport valid for at least three months longer than the period of stay requested

Collecting documents from the employer and the candidate
What is needed is a written job offer stating the position, a diploma and proof of qualifications, a medical certificate, an extract from the employer's register, a valid passport and evidence of means, accommodation and insurance.

Filing the application and paying the fees at the territorial unit of the Ministry of the Interior
The foreign national files the application in person for the place of residence in Montenegro (at Bulevar Svetog Petra Cetinjskog 22 in Podgorica, for example) and pays the fees for the application, the issue and the permit form.

Consideration of the application
15 daysThe Ministry of the Interior takes a decision within 15 days of the filing of the complete set of documents.

Issue of the residence and work permit
The document gives the right to be in Montenegro and to work for the named employer at once — no separate work permit needs to be arranged.

Appealing against a refusal
8 daysIf the Ministry refuses, the applicant files an appeal with the second instance of the ministry within 8 days of receiving the decision.
Renewal and the grace period
The permit is issued for a term of up to one year. It may be renewed; the renewal fee is EUR 30, less than the initial issue (EUR 60). Once the permit is issued, the employer must conclude an employment contract with the foreign national within 24 hours and register them in the social insurance system.
