LTVP for parents and partners in Singapore

The Long-Term Visit Pass is a pass issued by Singapore's Ministry of Manpower for relatives of an Employment Pass or S Pass holder who do not meet the conditions for a Dependant's Pass: a common-law spouse, older disabled children, stepchildren and the sponsor's parents. The application is filed by the sponsor's employer or employment agency, not by the relative.

Who can obtain an LTVP

The pass is arranged for a relative of the sponsor — an Employment Pass or S Pass holder.

Conditions for the sponsor

  • The sponsor holds an Employment Pass or S Pass
  • The sponsor's fixed salary is at least S$6,000 a month; personal income counts, not household income
  • Sponsorship comes from an established company registered in Singapore — usually the sponsor's employer

  • Unmarried disabled children aged 21 and above
  • Unmarried stepchildren under 21
  • The sponsor's parents — only if their salary is at least S$12,000 a month

Documents to gather

The basic package is the same for everyone; the additional documents depend on which relative the pass is being arranged for.

  • The candidate's passport page with personal particulars
  • For documents not in English — the original and a translation in a single file
  • For a common-law spouse — a copy of the common-law marriage certificate, or a declaration by both partners notarised in the country of origin confirming a marriage recognised there, or an embassy letter to the same effect
  • For an unmarried disabled child aged 21 and above — a doctor's opinion or report on their condition
  • For an unmarried stepchild under 21 — a court custody order and a letter of no objection from the other biological parent
  • For foreign-born children aged 12 and under applying for an LTVP for the first time — proof of compliance with the vaccination requirements from the Communicable Diseases Agency
  • For parents — a copy of the sponsor's birth certificate showing their parents' names

How the process runs

Arranging an LTVP for a relative of an Employment Pass or S Pass holder.

    Preparing the documents and filing the application

    The sponsor's employer or employment agency gathers the documents, files the application through the EP eService and pays the application fee.

    Assessment of the application

    usually up to 3 weeks for relatives of EP and S Pass holders; up to 8 weeks for relatives of PEP and EntrePass holders; up to 6 weeks for relatives of EP (Sponsorship) holders

    MOM assesses the application and sends an In-Principle Approval (IPA) letter or a refusal.

    Entering Singapore on the IPA

    the IPA letter gives 6 months to enter and have the pass issued for relatives of an EP holder, and 2 months for relatives of an S Pass holder

    The approval letter contains a single-entry pre-approved visa for Singapore.

    Having the pass issued and paying the issuance fee

    After the relative arrives, the sponsor submits their details through the EP eService and pays the pass issuance fee. In return a notification letter is issued, valid for 1 month.

    Registering fingerprints and a photograph

    within 2 weeks of the pass being issued for relatives of an EP holder, within 1 week for relatives of an S Pass holder

    If the notification letter requires registration, the relative attends an appointment at the services centre, gives fingerprints and a photograph and gains access to the digital pass.

    Receiving the pass card

    within 5 working days of registration or document verification

    MOM delivers the physical LTVP card to the Singapore address given.

Timelines and rights

Work

No separate quota or foreign worker levy applies. Some pass holders may work in Singapore if the prescribed conditions are met.

Renewal and the grace period

Renewals are filed through the EP eService. The employer may start the process 6 months before the pass expires, or 3 months before for relatives of EP (Sponsorship) and EntrePass holders; the application must be filed before the expiry date. The application is assessed against the criteria in force at the time of filing, and renewal is not guaranteed. Assessment through the EP eService usually takes up to 3 weeks.

How does the LTVP differ from the Dependant's Pass?
The Dependant's Pass is for the sponsor's legally married spouse and unmarried children under 21. The LTVP is for relatives who do not meet those criteria: a common-law spouse, disabled children aged 21 and above, stepchildren and the sponsor's parents.
Can an LTVP be renewed?
Yes. The renewal application is filed through the EP eService — 6 months before the pass expires, or 3 months before for relatives of EP (Sponsorship) and EntrePass holders. Renewal is assessed against the criteria in force at that time and is not guaranteed.
Can an LTVP holder work in Singapore?
Yes, but this requires a separate work pass: an Employment Pass, S Pass or Work Permit, applied for by the Singapore employer on the prospective worker's behalf. An LTVP holder is barred from certain occupations, for example working as a dancer in a club or as a masseur.
