ONE Pass for top professionals in Singapore

The ONE Pass is a personalised pass issued by Singapore's Ministry of Manpower for top professionals in business, sport, arts and culture, academia and research. The pass is not tied to a single employer: the holder may work for several companies at once or run their own business, and family members are entitled to passes of their own.

Who can obtain a ONE Pass

MOM assesses candidates individually; you need to choose one track and meet all of its conditions.

Current or past employment

A fixed salary of at least S$30,000 a month (or the equivalent in a foreign currency) for 12 consecutive months before the application
If the employer is overseas — at least 12 consecutive months of service with it before the application, and the company must be "established": a market capitalisation of at least US$500 million or an annual turnover of at least US$200 million
Where income comes from several employers at once, the S$30,000 threshold has to be met by only one of them

Future employment in Singapore

A future salary of at least S$30,000 a month with an established Singapore company (market capitalisation of at least US$500 million or turnover of at least US$200 million)
The application is filed only if the job starts no later than 6 months from now

Outstanding achievements

The salary threshold does not apply in the case of outstanding achievements in sport, arts and culture, or academia and research
The application is assessed by MOM together with the relevant agencies (MCCY, MOE, NRF, A*STAR) on the body of work and key achievements as a whole

Preparing the documents
Gather the documents for the chosen track: current or past employment, future employment in Singapore, or outstanding achievements.

Filing the application online
Complete the online application form on the MOM portal and pay the application fee.

Assessment of the application

Paying the pass issuance fee
Once approved, pay the pass issuance fee and, if needed, the cost of the Multiple Journey Visa.

Receiving the pass
the pass must be issued within 6 months of approval
Travel to Singapore and get the pass issued: if required, register fingerprints and a photograph within 2 weeks; the plastic card is delivered within 5 working days.

Who you can bring with you

A ONE Pass holder may bring a spouse and other relatives to Singapore; applications for their passes are best filed right after the main pass is approved, as assessment takes about 4 weeks.

Renewal and the grace period

The pass is renewed for up to 5 years at a time. Renewal requires one of two conditions to be met: an average salary of at least S$30,000 a month over the last 5 years in Singapore, or your own Singapore company with at least 5 local employees, each earning no less than the minimum qualifying salary for the Employment Pass.

Who can obtain a ONE Pass?

Eligibility comes through one of two routes: a fixed salary of at least S$30,000 a month with an established employer — in Singapore or overseas, for 12 consecutive months or prospectively in Singapore — or outstanding achievements in sport, arts and culture, or academia and research, with no salary requirement.

How much does the ONE Pass cost?

The application costs S$105 per pass. After approval, issuing the pass costs S$225, plus S$30 for a Multiple Journey Visa if one is needed.

How long is the pass valid and how is it renewed?

The pass is issued for up to 5 years, and renewals are also for up to 5 years at a time. To renew you need to have earned an average of at least S$30,000 a month over the last 5 years in Singapore, or to run a Singapore company with at least 5 local employees paid no less than the minimum Employment Pass salary.

Can a ONE Pass holder work for several employers or run their own business?

Yes. The ONE Pass allows the holder to start, run and work in several companies at the same time — subject to the terms of the employment contract — and does not require the pass to be reissued when changing employer.

Can the family of a ONE Pass holder relocate with them?

Yes. A spouse receives a Dependant's Pass and may work on a Letter of Consent, a common-law partner receives a Long-Term Visit Pass, unmarried children and stepchildren under 21 receive a Dependant's Pass, and parents receive a Long-Term Visit Pass.
