Permanent residence in Cyprus
Permanent residence on the basis of an investment in property.
The Migration Department criteria in force (unchanged in 2024-2025, confirmed by several independent legal guides from 2025-2026) require additional income of +€15,000 a year for a spouse and +€10,000 a year for each minor child on top of the base €50,000 — this is not yet stated explicitly on the site.
The €300,000 (+ 19% VAT where applicable) can be invested either in residential property from a developer — new-build first sale only, with no right of resale (the secondary market is excluded) — or in commercial property (offices, shops, hotels), where both the primary and the secondary market are allowed. The conditions and the resale restrictions differ, so it is important to establish with the client what the investment is for.
What Cypriot permanent residence under the fast-track procedure is
Cyprus issues investors an immigration permit under regulation 6(2) of the Aliens and Immigration Regulations. The decision is taken by the Minister of the Interior, having notified the Council of Ministers; the criteria in force are the fourth revision, which came into effect on 2 May 2023.
The right of residence under such a permit is indefinite. But the residence card itself is valid for ten years from the date of issue and has to be replaced, and a minor's card is valid until they turn 18.
The money for the investment has to reach Cyprus from abroad — from the account of the applicant or their spouse, or from the account of a company in which they are the sole shareholders. Funds from local borrowing are not accepted.
How a residence permit differs from citizenship by investment
A residence permit is the right to live in a country lawfully for a limited period, with renewal. It gives no passport, no right to vote and is almost always tied to a ground: once the ground falls away, the status is not renewed.

For the individual that means three things. The status has to be maintained: keep the investment, the income or the housing, and file for renewal on time. The status can be lost — for breaching the conditions or for being out of the country too long. And the status does not convert into citizenship automatically: the naturalisation clock runs separately, and some programmes do not count towards it at all.
In return, a residence permit costs many times less than citizenship by investment and opens up what people most often take it for: lawful residence, a bank account, healthcare, school for the children and travel within Schengen.
Where the money can be invested for Cypriot permanent residence
Residential property
This option- A house or flat from a developer, first sale

Selling the asset without immediately replacing it with an equal or greater one that meets the same conditions leads to the permit being cancelled.
What you cannot do on Cypriot permanent residence
The applicant and their spouse confirm that they do not intend to take up employment in Cyprus. There is one exception to this rule: the position of director in the company they invested in under this programme.
Being a shareholder in Cypriot companies is nevertheless allowed, and dividends from them are not treated as an obstacle — in such companies an unpaid director's position is permitted as well.
When Cypriot permanent residence stops being valid
- The applicant and their dependants have not settled in Cyprus within a year of the date of approval — where they were living outside the country at the time of approval
- The applicant has obtained permanent residence abroad
- Absence from Cyprus for two years
- The investment has been sold without being immediately replaced by an equal or greater one
- The maintenance of the investment, the insurance or the clean criminal record has not been confirmed within the set period
Cancelling the investor's permit automatically cancels the permits of the spouse and the children.
What has to be confirmed every year
Once the permit has been granted, ongoing monitoring begins. Every year the maintenance of the investment and the existence of medical insurance are confirmed — the latter if the person has ceased to be a beneficiary of the state healthcare system GESY.
The applicant and adult family members submit a criminal record certificate from their country of origin and their country of residence once every three years: the fourth revision of the criteria relaxed this from annually. The requirement to confirm income every year was dropped at the same time.
How to include children in a Cypriot permanent residence application
The permit is issued to the applicant and covers the spouse and children under 18. Spouses may, if they wish, be issued two separate permits — on a separate application and fee, without having to meet the criteria again.
Unmarried children aged 18 to 25 who, as at the date of filing, are studying at a university abroad and are dependent on the applicant file their own application. Their permit remains valid even when they turn 25, marry or cease to be dependent. But their own future spouses and children can no longer be added to it.
Adult children who are not dependants are included only with an investment of increased value — it is multiplied by the number of such children.
