Admission to citizenship of the Kyrgyz Republic is the naturalisation procedure for foreign nationals and stateless persons who have an ethnic, family or historical connection with the country. The application is filed in person — through diplomatic missions and consular institutions of Kyrgyzstan abroad or through the authorised population registration body inside the country — and the requirements as to the length of residence depend on the category of applicant.

Who may apply for admission to citizenship

The law on citizenship divides applicants into three groups — they differ in the requirements as to the length of permanent residence in Kyrgyzstan.

With no residence requirement

  • Ethnic Kyrgyz with foreign citizenship or with no citizenship — admitted without regard to the length of residence in the country and without renouncing their previous citizenship first
  • Former citizens of Kyrgyzstan recognised as stateless persons — restored to citizenship with no residence requirement
  • A child or a person lacking legal capacity under the guardianship or custody of a citizen of Kyrgyzstan — on the guardian's application
  • Persons on a separate presidential list — for a personal contribution to the country's economy, culture or sport

With a reduced residence period

  • Spouses of citizens of Kyrgyzstan, holders of a profession or qualification in demand in the country, investors in priority sectors of the economy, recognised refugees or stateless persons — the minimum period is reduced to three years
  • Former citizens of Kyrgyzstan with foreign citizenship, persons with a parent who is a citizen of Kyrgyzstan, those born in the Kirghiz SSR or in Kyrgyzstan or who held citizenship of the USSR — the minimum period is reduced to one year

Under the general procedure

  • Adult foreign nationals and stateless persons who have lived in Kyrgyzstan continuously and permanently for the last five years at the time the application is filed
  • Command of the state or the official language sufficient for communication
  • Means of subsistence and no criminal record in Kyrgyzstan or in the country of their citizenship

Documents to gather

The basic set is the same for all applicants, with an addition for ethnic Kyrgyz.

  • An application form — filled in in the applicant's presence when the documents are filed
  • A valid identity document: a passport for foreign nationals, a residence permit or a stateless person's certificate for stateless persons, a kairylman certificate for ethnic Kyrgyz
  • The applicant's birth certificate or an extract from the civil register
  • A curriculum vitae
  • For nationals of states bordering Kyrgyzstan — a personal declaration of renunciation of their previous citizenship
  • For ethnic Kyrgyz additionally — a kairylman certificate or the parents' passports stating Kyrgyz nationality

How the process runs

The application for admission to citizenship is filed in person; abroad this is done through a diplomatic mission or a consular institution of Kyrgyzstan.

    Preparing the documents

    The applicant gathers the application form, an identity document, a birth certificate, a curriculum vitae and the additional documents for their category.

    Filing the application

    The application is filed in person: outside Kyrgyzstan, with a diplomatic mission or a consular institution of the country; inside the country, with the authorised population registration body.

    Checks by the national security and internal affairs bodies

    up to 30 days under the simplified procedure, up to 90 days under the general procedure

    The bodies send reasoned proposals on the application to the Commission on Citizenship Matters under the President.

    Examination by the Commission and the President's decision

    up to six months under the simplified procedure, up to one year under the general procedure

    The Commission on Citizenship Matters studies the applicant's arguments and the opinions of the state bodies and puts a proposal to the President; the decision on admission is formalised by decree.

    Receiving the passport of a citizen of the Kyrgyz Republic

    After the President's decree the applicant is issued a passport of a citizen of the Kyrgyz Republic — at a diplomatic mission abroad or at the authorised body inside the country.

Marriage to a citizen of Kyrgyzstan reduces the minimum period of permanent residence for admission to citizenship under the general procedure from five years to three

Trips, renewal and the grace period

5 years of permanent residence in Kyrgyzstan are required. The period does not apply to ethnic Kyrgyz, to those born in Kyrgyzstan, to those who have been married to a citizen of the country, or to those being restored to citizenship or having special merits.

Citizenship of Kyrgyzstan has no term of validity and needs no renewal. The law provides for it to end on only two grounds — voluntary renunciation of citizenship or its loss for the reasons listed in the law, for example on acquiring the citizenship of one of the neighbouring states without a written renunciation of Kyrgyz citizenship.

Before filing, applicants live in the country on a residence permit. The permanent residence permit is issued by the State Registration Service: it asks for a certificate of a permanent source of income, medical certificates, a criminal record certificate and documents on housing.
