Golden investor visa in Indonesia (Bali)

The programme allows foreign investors to obtain a long-term permission to stay in Indonesia through investment in government bonds, shares in public companies or units in investment funds. It is an investment visa issued by Indonesia's immigration authority to attract highly qualified investors. Investors may bring family members and leave the country on a re-entry permit. The permission to stay may be extended and converted into other categories of limited stay. After a certain period of residence in the country the investor may apply for a permanent permission or for citizenship.

Documents to gather

How the process runs

    Preparing the investment portfolio

    Depends on the investor

    Buy government bonds, shares or fund units through authorised Indonesian financial institutions or through online platforms. Collect the documents confirming ownership.

    Filing the application through the evisa system

    1–2 hours

    Register on the platform evisa.imigrasi.go.id and upload scans of the documents and the investment confirmations. The system checks that the data is complete.

    The immigration authorities check the documents

    5 working days

    Officers of the Directorate General of Immigration check the investment documents, the passport and all the attachments. On the results of the check a decision is taken to approve the application or to request further information.

    Approval and payment of the state fee

    1–2 days after approval

    After approval you receive a notification with the amount of the state fee. You may pay through a bank, through payment systems or at the cash desk of the immigration office.

    Issue of the visa

    1 working day after payment

    Once the payment is confirmed, the visa appears in the evisa system (valid for 90 days from the moment of issue). You may download an electronic copy or print it.

    Entry into Indonesia and arranging the ITAS

    On the day of arrival

    When passing through the border crossing point (airport, port) show the visa and the passport. The officials automatically arrange the ITAS (Izin Tinggal Terbatas, the limited permission to stay) for 5 or 10 years.

A spouse
May obtain a family visa (E31B — for the partner of an ITAS/ITAP holder). It is valid for the term of the investor's main visa. A marriage certificate and copies of the investor's passport are required.
Minor children (under 18)
May obtain a family visa (E31D or E31E). It is valid for the term of the main visa. A birth certificate and copies of the investor's passport are required.
Adult children and parents
Usually not included in the E28C programme. They may apply for family visas only if they are the spouse or a minor child of the investor.

Trips, renewal and the grace period

The permission to stay is granted for 5 or 10 years; the ITAS is arranged automatically on entry. The term can be extended and the status converted into other forms of limited stay.

The limited permission to stay (ITAS) is issued for 5 or 10 years and may be extended through an immigration office. After three years of continuous residence in Indonesia the investor may apply to convert the ITAS into a permanent permission (ITAP — Izin Tinggal Tetap). This requires documents on the place of residence, a valid ITAS, a letter on integration and a recommendation from the relevant government body. The ITAP is also valid for a set period and may be extended. After the ITAP the investor may apply for Indonesian citizenship.

Through ITAP. The investor's ITAS is changed to a permanent ITAP once they have lived in Indonesia for 3 consecutive years.

Route to citizenship

The citizenship application is filed after living in Indonesia for 5 consecutive years or 10 years with breaks.

How long do I have to live in Indonesia before I can apply for the permanent permission (ITAP)?
You have to live in Indonesia for at least 3 consecutive years from the issue of the initial ITAS. After that you may apply to convert it into an ITAP (a permanent permission to stay).
Can I take employment if I hold an E28C visa?
No, the E28C visa is issued for investment activity. You may receive dividends and profits from your investments, but employment at other enterprises is not permitted without a separate work permit.
Can I bring my family to Indonesia?
Yes, your spouse and minor children may obtain family visas (E31B for a spouse, E31D/E31E for children). They may live in Indonesia for the period of your stay.
Can I obtain Indonesian citizenship with an E28C visa?
Yes, but it takes a certain amount of time. After living in Indonesia for 5 consecutive years or 10 years with breaks you may apply for naturalisation (the grant of citizenship). All the ITAS and ITAP documents have to be provided.
What is the processing time for an E28C visa application?
Processing takes 5 working days from receipt of the state fee payment. The examination of the documents itself is quicker, but the final issue of the visa depends on confirmation of the payment.
